WHO Rwanda in Collaboration with the Ministry of Health (MoH) is inviting applicants from suitability qualified Rwandan Nationals to fill the following Consultancy:

Background And Objectives
WHO is seeking a national consultant in household energy policies to work in cooperation with the WHO team ( From Country Office, AFRO and HQ) and to Train Policy makers and Healthcare professionals on the health impacts of household air pollution and strategies for reducing the exposure. The national consultant will facilitate the stakeholder consultation on Rwanda’s report produced from the WHO’s Household Energy Assessment Rapid Tool (HEART) as well as on capacity building activities on the use of the Clean Household Energy Solutions Toolkit (CHEST).
More specifically the national consultant will:

Facilitate the workshop 1: Heart/Chest Policy Guide
Workshop Objectives:
• To present the HEART report for Rwanda and get feedback from stakeholders
• To introduce the CHEST Policy Guide and explain the steps outlined in the document
• To begin the process of forming a steering committee to plan for the design and implementation of a clean household energy policy or program
Expected Outcomes:
• Identification of barriers, opportunities, and recommendations to increase access to clean household energy in Rwanda for incorporation into the HEART report
• Consensus on information missing from the HEART report and sources for obtaining additional data
• Shared understanding of the process and commitment to completing the steps in the CHEST Policy Guide to develop an action plan for a clean household energy policy or programme in Rwanda
• Identification and engagement of stakeholders who will participate on the steering committee and indication of their roles

Facilitate the workshop 2: Air Pollution And Health – Building The Capacity Of The Health Workforce
Workshop Objectives:
• To identify household air pollution exposures as a risk factor being responsible for the onset and exacerbation of a broad spectrum of negative health outcomes and diseases
• To include household air pollution knowledge in the assessment of a patient, while identifying most vulnerable or susceptible individuals
• To identify key household air pollution exposure primary and secondary prevention interventions, which could be delivered through individual, community and public health action
• To increase the awareness and empower patients with the knowledge to recognize air pollution related exacerbations of disease and tools to reduce exposure to air pollution
• To train other health workers on the link between air pollution and health and improve their ability to induce advocacy action
Expected Outcomes:
• Identification of a pool of trainers for future learning opportunities with health workers in Rwanda and community engagement
• Refinement of context specific training materials and tools for local, regional and national air pollution and health trainings

Concise Outputs
1. Preparation the presentation of the key findings of Household Energy Assessment Rapid Tool (HEART).
2. Preparation and participation for the in-country two workshops
3. Preparation and finalization of workshop reports
4. Facilitation of the training of the health care professionals

Implementation Arrangement
The following agencies will be involved in implementation of this activity:
1. Ministry of Health (MoH) will coordinate with relevant stakeholders and facilitate to make avail of all necessary background materials concerning the assignment. They will provide support to coordinate with other agencies and organize different consultative meetings. They will also form an advisory group for providing overall guidance and supervision for successful completion of the assignment’s policy dialogues.
2. WHO: The WHO Rwanda will provide technical and financial support for this assignment. It will also coordinate with WHO team and international experts to prepare the training materials and and finalize the report.
3. National consultant: The national consultant will be engaged for providing services to produce different deliverables under below 4 outputs including organization of consultative meetings, workshops and submission of reports as mentioned in the ToR.

Deliverables (Description Of Activities/Tasks To Achieve Output(S))
Output 1: Preparation and participation for the in-country two workshops
1. In cooperation with the WHO Rwanda, country office, support the arrangement of meetings with key government agencies and stakeholders, as appropriate;
2. Contribute to and participate in the workshop information sessions and stakeholder meetings, as appropriate.
3. Prepare and submit the workshop reports.
Output 2: Preparation and presentation of HEART report
1. Present the HEART report for Rwanda and get feedback from stakeholders
2. Guide to develop an action plan for a clean household energy policy or program in Rwanda
Output 3: Preparation and finalization of final reports
1. Submission of the final report after incorporating the feedback from workshop and stakeholder interviews, and those received from the WHO technical team (including editors) into the draft Rwanda, report;
2. Based on additional comments, submission of input to final report to the international environmental health specialist and WHO team

Selection And Contract Signing
1. After analysis of the received applications, WHO Rwanda will notify the winner in writing and call for discussion followed by contract signing if fully agree. The work is expected to start immediately after contract signing.
2. WHO Rwanda reserves the right to cancel any or all the proposal without assigning any reason thereof.

Educational Qualifications, Professional Expertise And Key Skills Required
Education: Graduate level education (i.e. Master’s degree or above) in public health, public policy, environmental sciences and environmental engineering.
Qualifications and Skills required:
• Understanding of energy policy decision-making processes in Rwanda, and engaging/advising governments or other stakeholders on policy options;
• Familiarity with the WHO’s Household Energy Assessment tools such as as the Clean Household Energy Solutions Toolkit (CHEST) and Household Energy Assessment Rapid Tool (HEART).
• Understanding of the challenges and intricacies of multi-sectoral policies and decisions in Rwanda,
• Demonstrated strong research and analytical skills;
• Familiarity with WHO normative products, specifically the WHO Guidelines for indoor air quality: household fuel combustion;
• Strong communication skills in English, both written and oral.

Experience:
• 8 or more years working to develop and/or evaluate energy policies and programmes
• Evaluating the strengths and weaknesses of policies and program in Rwanda, related to household energy value chain
• Conducting a needs assessment/situational assessment and/or stakeholder mapping in a low or middle-income country, preferably in Rwanda
• Modelling of policy scenarios to estimate population health and environmental impacts;
• Preparing workshops, consulting and interviewing stakeholders, including those working in the government, within the private sector and non-governmental organizations

Desirable:
Understanding of the socioeconomic, behavioural and cultural factors influencing household decision-making, particularly related to household energy use and how this can be harnessed to enhance the effectiveness of policies and programmes.
Language requirements:
• English, expert level (reading, writing and speaking)
• Good working knowledge of other UN official language
Type of consultancy
An Individual local consultant will be required for this assignment
