Expression of Interest (EoI): Design of Nyungwe National Park Headquarters compound, Gisakura, Nyamasheke

General information

Nyungwe National Park (NNP) is managed by Nyungwe Management Company (NMC) since 2020. NMC is a company formed through an agreement between Rwanda Development Board (RDB) and African Parks Network (APN) a conservation NGO working throughout the continent of Africa. The agreement stands for 20 years, with the prerogative to fully manage all aspects of management within Nyungwe National Park inclusive of tourism, and then also collaborate closely with the surrounding communities and stakeholders.

Context

As there is new management for the National Park, it is paramount to establish a fully functional Headquarters to allow for the smooth and professional management of the park into the future. Historically the park has not had a headquarters.

This headquarter would need to be based on the periphery of the park along a good road network and power supply. The most appropriate spot is along the park periphery at Gisakura, Nyamasheke. The hq is site is approximately 5ha with the development to be easy on the eye, blend with the environment, as eco as possible using naturally sourced materials and extensive enough to accommodate for all different departments and key staff.

 The new headquarters have to create, provide and include the following

  • a conducive environment for teamwork, while including sufficient individual space for specific tasks and living
  • space for fostering easy exchange between staff
  • an inviting atmosphere for meetings with partners and visitors
  • a layout that guarantees daylight in all offices, meeting rooms, and common areas, despite partitions
  • a feeling of one with nature (sense of place) within the site area, offices, and houses
  • structures to incorporate timber (eucalyptus, pine etc) and brick either purchased locally or ideally made on site (interlocking, hydraform)
  • be low maintenance, warm, noise proofed and practical for the high rainfall region
  • exemplary design portraying the go to design for future hq’s in conservation of forest ecosystem.

Submission of EoI

  • Rwandan companies are eligible to apply for this assignment.
  • The EoI should contain the following:
  1. Cover letter expressing interest in this assignment
  2. Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment
  3. CVs (not exceed 4 pages each) of:
  • Senior Architect with MSc in architecture and a minimum of 10 years working in this field with preference to sustainable design and use of natural materials. English spoken and written
  • Junior Architect with Bachelor’s in architecture and at least 3 years of working experience as an architect with preference to sustainable design and use of natural materials. English spoken and written
  • Structural / Civil Engineer with Bachelor’s in civil or structural engineering and at least 10 years of working experience in the region as a structural and civil engineer with demonstrated experience in sustainable design and use of local materials and techniques. English spoken and written
  • MEP Engineer with Bachelor Degree in Electrical/Mechanical engineering and at least 10 years of working experience as Electrical/ Mechanical engineer with proven track record of working with similar sustainable designed buildings.
  1. Company registration certificate (RDB)
  2. VAT registration certificate
  3. Proof of successful completion of five (5) sustainable and natural materials designs assignments
  4. Latest tax clearance certificate
  5. Financial Proposal indicating the all-inclusive total contract price (note deliverables below), supported by a breakdown of all costs. The cost must be in RWF and VAT included.
  6. Specify time needed to complete all deliverables

Upon selection the design firm shall have to provide the following services: 

Main objectives, activities, and deliverables of the assignment include but are not limited to:

  1. Architecture
  2. Landscape design
  3. Detailed design
  4. Interior design
  5. Civil/structural engineering
  6. Mechanical, electrical & Plumbing
  7. Topographical surveying
  8. Geotechnical investigation
  9. Environmental impact assessment
  10. Permitting
  11. Schematic Design
