Development Of A Covid-19 Tracking System At Land Borders
Introduction Rwanda response to covid-19 pandemic has been unparalleled at the regional and continent level. This success is due to the strong measures initiated by the government to prevent the spread of COVID-19. Among important components of the response, digital solutions such as customized public digital traveler locator form (dTLF) at Kigali International Airport has been helpful for systematic contact tracing. While this dTLF was customized for airline transportation, there is no equivalent tool for ensuring similar function at the land borders. It is in this regard, that RBC would like to develop a system/app that will be used by public health authorities to facilitate cross-border contact tracing in case travelers are exposed to an infectious disease during their travel. Information that travelers provide in the dTLF can be used by public health authorities in the departure, transit, and destination countries to rapidly contact travelers and other close contacts of an infected person, with the goal of protecting the health of travelers and their contacts, as well as preventing further spread of the disease within the country

Currently, RBC still uses old methods, which are paper based for travel tracking at land borders. This creates several problems, including managing scale and data entry that might delay response time. Consequently, these delays result in additional cost and reduced efficiency.
Therefore, RBC seeks to design a digital traveler locator system that will be used at land borders to increase the usability of data for rapid response and policymaking. The system should be designed in a way that allows customization for any type of outbreak if necessary.
Purpose The purpose of this assignment is to develop a data collection/entry and analysis system that will be used at land borders to ensure that information related to COVID-19 exposure of each traveler entering Rwanda from neighboring countries using land border is documented and processed in real time.
Tasks of the consultant
Key tasks to be accomplished will include:1. Assess the status of disease monitoring at land borders and propose appropriate measures to ensure adequate tracking of travelers with exposure to outbreak diseases.
2. Develop and deploy a data collection, entry, and analysis digital traveler locator form for use at land borders.
3. All the features and design of the system should be developed to accommodate integration and linkage with existing systems such as COVID-19 testing and vaccination. Collaborate with RBC data science team to track additional requirements and features for integration of the developed system with existing systems.
4. The system should have the potential for scale up and storage of large data.
5. Ensure system testing and piloting at a land border in collaboration with RBC data science team.
DeliverablesThe consultant is expected to deliver the following outputs:1. Submit a situation analysis report on disease monitoring at land borders including proposed measures.
2. Submission of user requirement and business analysis report
3. Presentation/demo of developed digital traveler locator form including interoperability features
4. Deployment and testing report that includes user acceptance testing (UAT)
5. Standard Operating Procedures and User Guide
6. Organize and conduct training of RBC IT programmers and data scientists on technical guidelines for system maintenance.
Required qualifications and skills
Consultant should have the following profile:• A minimum of a degree in computer science, software development, health information systems, software engineering or related fields.
• Proven knowledge and experience performing similar work.
• Experience developing SMS based applications
• Knowledge in DHIS-2, MySQL, PostgreSQL, and Ubuntu operating systems
• Excellent communication skills.
