Design and Implement the Evaluation of IPV Vaccination Campaign
WHO Rwanda in Collaboration with Rwanda Biomedical Center (RBC) is inviting applicants from suitable qualified Rwandan Nationals to fill the following Consultancy:

Background
Rwanda implemented the GPEI polio endgame strategic plan and switched from tOPV to bOPV, which does not contain the type 2 component of vaccine. The tOPV was withdrawn from the routine immunization in April 2016 and the first dose of Inactivated Polio Vaccine (IPV) was introduced in March 2018 and is being administered at 14 weeks of age concurrently with third dose of bOPV. This late introduction of IPV caused an accumulation of children (born in 2016 and 2017) who are not protected against type-2 polio. To close these immunity gaps, the MOH in collaboration with partners implemented an IPV vaccination campaign in March 2022 to reach all the two years cohort of children who missed Polio type 2 vaccine.
In the framework of ensuring quality of immunization SIAs, WHO recommends a post campaign evaluation to assess the coverage and enabling factors that contributed to the success of the campaign, and document lessons learnt.

Justification
For the IPV catch up vaccination campaign a target of 95% is anticipated in all districts. This requires strong coordination in terms of planning, social mobilization, logistics and ensuring a good reporting system. Support has been provided from WHO, UNICEF and other partners to ensure that the campaign is successfully implemented and achieve the expected results.
The post campaign evaluation is one of the essential requirements for every supplemental immunization campaign to validate the administrative coverage and to appraise the improvement of coverage compared to the previously conducted campaigns and to provide independent and critical information on SIA performance that would be useful for future SIAs as well as for the routine immunization program. It is therefore important to conduct an independent evaluation of IPV vaccination campaign to identify the strengths and weaknesses of the implementation, and document best practices and lessons learnt.
It is against this background that WHO is seeking to recruit a consultant to support RBC to conduct the evaluation of the IPV catch-up campaign conducted in March 2022.
Purpose of the assignment
The purpose of this assignment is to design, implement the evaluation of IPV catch up vaccination campaign. This include the design of the protocol, training of data collectors, supervision of field data collection, data analysis and report writing.
Organizational context
Under the supervision of the WHO EPI focal point in collaboration with the Director Vaccine Preventable Diseases Unit/ MCCH division within Rwanda Biomedical Center, the consultant will design, supervise the implementation, and write a full report of the evaluation.

Work assignment
The consultant will undertake the following tasks:
1. Design the protocol for IPV vaccination campaign evaluation using the WHO Methodology
2. Design the data collection tools and pretest the questionnaires
3. Develop the guidelines, training materials and train the enumerators and supervisors
4. Supervise the data collection, analyze, and produce the survey results,
5. Organize and facilitate the survey findings review session
6. Produce the report

Deliverables
The consultant is requested to deliver the following:
• Submission of inception report which includes the methodology and implementation and timelines
• Evaluation protocol and data collection tools designed and validated.
• Orientation workshop for field data collection organized and facilitated,
• Filed data collected, preliminary report drafted, and findings review session organized
• Final report submitted
The above-mentioned deliverables shall be produced over two months
• Qualifications of the consultant

Education
• A post-graduate degree in Public Health, Epidemiology or Public Health-related discipline from an accredited institute.
Experience
• Relevant experience in conducting health surveys
• Good knowledge of the Rwandan health system
• Demonstrated experience in conducting immunization coverage survey would be an asset.

• Teamwork

Selection and contract signing
After analysis of CVs, WHO Rwanda will notify the winner in writing and call for discussion followed by contract signing if fully agree. The work is expected to start immediately after contract signing.
