Project Measures

The overarching Vision 2050 defines Rwanda's development agenda and pursues the goal of "developing Rwanda into a high-income country by 2050." The implementation framework is provided by the 7-year National Strategies for Transformation (NST). The current strategy (NST1) will end in 2024. Within this transformation agenda, the new National Decentralization Policy (NDP), adopted in October 2021, focuses on Local Economic Development (LED) and strengthening of local governments.

One of the focal areas of the German Development Cooperation (GDC) in Rwanda is "Peaceful and Inclusive Societies" (formerly known as "Decentralization and Good Governance"). Since 2001, the German Financial Cooperation through KfW has been supporting the Rwandan Local Economic Development (LED) agenda hereunder, co-funding LED infrastructure needs in all districts, based on the national mechanisms. In November 2022 the German Government committed an additional EUR 16.0 million with the aim to continue its support to the Rwandan LED agenda. The proposed instrument to support LED in future is a multi-donor funded Basket Finance (the "Project" / "Basket").

The Agence Française de Développement (AFD) resumed its activities in Rwanda in 2019 following the visit of Emmanuel Macron. AFD participates in the Basket fund with a loan of EUR 16.0 million as part of its renewed engagement. This will be an opportunity for AFD to benefit from past experiences of Rwandan stakeholders and KfW in local economic development throughout the past 20 years. Further DPs are currently evaluating their participation.

The Project contributes to the focal area "Peaceful and Inclusive Societies" of the German Development Cooperation (GDC) in Rwanda. The Objective of the respective Programme is 'An effective and accountable governance on all state levels delivers public services in the necessary scope and adequate quality and enables empowered citizens to demand and have access to these services'. The Objective of the Project (Outcome) is 'The access of the rural poor population in selected Districts to basic public services and its utilization is improved.

The funds from KfW and AFD have been allocated to the Basket for activities falling under the following three Pillars:

Pillar I: Improvement of the Regulatory and Operative Framework for LED, including gender and climate mainstreaming;

Pilar II: Inclusive LED Projects in Poor Rural Districts, such as WASH-, education-, health-, rural roads-, agriculture-, market and other social infrastructures; and

Pilar III: Technical Support and Capacity Development (CD), including gender-, and climate mainstreaming and support for the setting-up and management of the Basket.

The PEA now intends to engage an internationally operating consulting firm with experience in working in Rwanda and/or East Africa (Burundi, Djibouti, Eritrea, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, Uganda) and under similar conditions. Services are to be provided by a team comprising of international and national long-term staff (rural development specialists, social infrastructure engineers, social and environment experts, M&E experts, civil engineers (WASH & civil works), capacity development experts) and international and local short-term staff (specialist engineers, procurement experts, social and environmental specialists, public finance expert, ...). Consultants are encouraged to associate themselves with other firms to ensure that all required know-how and experience are available to them..

It is foreseen to award the services to an internationally operating consulting firm, which is highly experienced in the concerned fields with an annual turnover of the lead consultant and all associated partners showing the necessary annual turnover for the consortium as a group of at least EUR 1.8 million. An association with a domestic consultant is highly appreciated. The expected project duration is 36 months.
