TERMS OF REFERENCE FOR RECRUITING A CONSULTANT

To Prepare Training Manual and facilitate training sessions to equip Parents and Caregivers with Knowledge, Skills and Practices on the rights and protection of children and youth with disabilities (CYWDs), caring for them and supporting their development (including clinical supervision sessions).

  1. Background; The Action’s ultimate Goal/Impact is to improve the protection of rights of children and youth with disabilities (CYWD) in Rwanda, with an anticipated outcome of Improved equality and inclusion of children and youth with disabilities (CYWD), especially those with intellectual disability and rare impairments, in Musanze, Gatsibo and Rubavu Districts and are supported to fully enjoy their rights to protection, family-life, community participation and inclusion. Therefore, training parents and caregivers to care for their children and support their development (including clinical supervision sessions for reflection and sharing) will result in their children being able to realize their rights to family-life in a loving, protective environment.
  2. Purpose; This call for proposal aims to recruit an external skilled trainer to develop training Manual/guide on rights and protection of children and youth with disabilities, caring for them and supporting their development (including clinical supervision sessions) and Syllabus Preparation. An external trainer will work closely with each District’s team to organize both the training and the clinical supervision sessions.
  3. Activity Scope of Work; a) Develop Training Manual/guide and syllabus on rights and protection of children and youth with disabilities, caring for and supporting their development (including clinical supervision sessions). b) Train 240 parents including 96 in Musanze, 96 in Rubavu and 48 in Gatsibo Districts respectively. c) With the facilitation of Hope and Homes for Children (HHC) professionals, work closely with each District’s team to organize both the training and the clinical supervision sessions.
  4. Specific Tasks and deliverables;
    • Undertake deep understanding of scope of work and expectations of the organization and availability for one day orientation session by HHC senior leadership team and reading of key project documents.
    • Develop and present inception report highlighting training methodologies including training content to be validated by HHC Senior leadership team.
    • Avail training Manual in English, training syllabus and 250 summarized booklets in Kinyarwanda for trainees.
    • Prepare pre-test and post-test for trainees to evaluate the acquired knowledge. e) Facilitate trainings as planned in collaboration with project delivery team.
    • Write and submit training report to HHC.
  5. Time frame; Starting from the date the contract is signed, the consultancy is expected to be implemented within a timeframe of one month to develop training module and 10 more days to conduct field trainings in Musanze, Rubavu and Gatsibo Districts. Based on the performance of the trainer, there is a possibility of continuous collaborations in the similar training activities and clinical supervisions of CYWDs in year two and three of the project.
  6. Qualifications; The Consultant has to fulfil the following qualifications;
    • Professional experience in designing, developing and facilitating learning in the area of development and/or humanitarian projects particularly child protection projects;
    • Proven Skills and experiences in working with children and youth with disabilities/CYWDs and rare impairments and/or child rights and protection with expertise in facilitating trainings to vulnerable groups. Having worked with organizations, Institutions or Corporations supporting people with disabilities and/or in field of clinical psychology is an added advantage. 
    • Advanced knowledge on graphic illustration, graphic design or infographic design, with focus on child rights and protection of CYWDs. D) Fluency and excellent writing skills in English required. Working knowledge in Kinyarwanda would be required too (training will be conducted in Kinyarwanda). Hope and Homes for Children may ask short listed applicants for copies of previous training manuals developed. F) Strong organizational and interpersonal skills, attention to details, and ability to meet deadlines. Knowledge of the country context, ground rules, administrative and Rwandan culture. Proven experience in carrying out successfully the consultancy in trainings. Compliance with safeguarding and child protection policies. 
  7. Application Process; Qualified and interested applicants may send applications to info@hhcrwanda.org with a copy to cmukantaganda@hhcrwanda.org by 15th March 2024, 5:00 pm Rwanda time, quoting “Consultant for EU Training Manual” in the email subject line. Kindly include a full proposal, consisting of two parts;
    1. Technical proposal should explain how the applicant intends to carry out the work and should include the following; a). Updated CV highlighting relevant qualifications and experience. Description of applicant’s experience in preparing manuals and trainings of a similar nature and details of two former clients who can be contacted for reference (name, position, contact details). b) Detailed methodology and Schedule that the consultant(s) suggest would be appropriate from their understanding of the TOR.
    2. Financial proposal should include;
      • Detailed proposed budget for the manual development and training facilitation in local currency (francs).
      • Transport and Costs for Printing and binding booklets will be covered by the applicant and should be detailed and reasonably priced as part of the financial proposal. Any aspect not mentioned or exhausted enough in this Terms of reference, will be tackled during contract discussions. 
  1. Safeguarding; HHC ensures that safeguarding measures are accessible and effectively communicated to all staff, contractors, and volunteers to maintain the highest standards of personal and professional conduct. This commitment includes zero tolerance towards all forms of harm, abuse, and exploitation, including sexual exploitation and abuse. 

HHC takes proactive steps to prevent individuals who may pose a risk of harm, abuse, and exploitation from becoming involved with the organization in any capacity. Furthermore, strict measures are implemented against any staff member, contractor, or volunteer found to have perpetrated any form of harm, abuse, and exploitation against a child or any adults, including those with disabilities, connected to the organization's assistance/interventions."
