Overview
1.1. Background of the Assignment
The consultancy is designed to support the overall sustainability of the FintecHub based on three dimensions i.e institutional, legal, and financial. The design is comprised of a number of predetermined indicators in each category; these are focused on optimizing the FintecHub after completing implementation, and providing recommendations for future improvements for maintaining long term benefits derived thereof. The sustainability model should reference other models that were developed before such as institutional building for FintecHub.

1.2. Objective of the Assignment
The main activities under this assignment include:
• Development of a Sustainability Plan that will provide a set of recommendations covering well-considered solutions, processes, activities, and commercial models that will ensure the continuous and effective ownership, operation, revenue collection maintenance and overall, financially sustainable management of the FintecHub for a minimum period of five years post successful conclusion of the pilot phase thereof.
• Identification of the appropriate business model to include only the Institutional, Legal and Financial components.
• Support on the definition of the Legal Agreements: Definition of the roles and responsibilities of each stakeholder and support on the drafting of the adequate agreements between them (MoU, PPA, O&M contracts, etc.).
• Support on the definition of the ownership structure: Support the definition of the best ownership structure regarding the scope of the hub.
• Fintech startups engagement: Definition of the areas of potential involvement from the startups.
1.3. Deliverables
Final Sustainability Plan:
• Sustainability Plan and stakeholder instruction manual comprising robust recommendations and improvement procedures for the sustainable long-term management of the FintecHub;
• Final key templates of documents and agreements;
• Slide deck summarizing key findings and recommendations from the report; and
• Stakeholder presentation on key recommendations and outlined next steps.
1.4. Timeframe of the Service
The duration of the assignment is three (3) weeks starting from the first week of June 2022. Time extension will be on the basis of mutually agreed terms and unavoidable circumstances.
1.5. Facilities to be Provided by Client
The ICT Chamber will provide the following to the Consultant: Past and existing relevant documents and material that will facilitate the performance of the assignment.
1.6. Selection Method
Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) set out in these terms of reference.
1.7. Reporting and Cooperation
The expert will directly report to Rwanda ICT Chamber, and the final reports will be presented to the project’s steering committee made of UNCDF in partnership with the Ministry of ICT and Innovation, Kigali Innovation City, and the ICT Chamber.

1.8. Candidate Requirements:
● Bachelor’s or Master’s degree in a related field with research and institutional frameworks skills
● At least 4-6 years’ experience working with entrepreneurs, start-ups, incubators,s or incubation consultancy.
● Demonstrated ability to cultivate, build, and maintain strong working relationships with start-ups, entrepreneurs, mentors, research institutions, industry experts, associations, state & central government, and angel investors.
● A successful track record of designing and developing institutional frameworks and sustainability models.
● Excellent prioritization and time management skills with strong attention to detail.
● Demonstrated strong organizational skills in a multicultural setting. Ability to handle multiple tasks, reprioritizing tasks where necessary.
● Superior written and verbal communication and presentation skills in English.
● Ability to set and achieve clear objectives and deadlines to meet deliverables.
● Availability for business trips also outside of Rwanda.
● Proficient computer skills including Word, Excel, and PowerPoint.
● Flexibility, intellectually curious, and open. You are comfortable with ambiguity, receptive to new ideas, and also willing to change when presented with the best options.
● Confident and comfortable challenging expert opinion.
● Demonstrates a high degree of interpersonal skills with the ability to manage relationships at all levels both internally and externally.
● Innovative and entrepreneurial. This individual can formulate and develop new or creative approaches to problems and inspires others on the team to do so as well.
