Terms of Reference: Consultant for developing/adapting existing entrepreneurship manuals to develop a manual to use to train Skills on Entrepreurship and Financial Literacy, technical skills required to start new businesses, market opportunities and creation of business linkages to financial institutions for the Joint Venture AKA, RODI and HPA

AKA (Akazi Kanoze Access) is a registered National Non-Government Organization (NGO) operating under the Rwanda Governance Board (RGB) certificate No 66/RGB/NGO/2016. AKA’s mission is providing Rwandan youth with employability skills, capital and support to take advantage of economic opportunities.

Health Limited, globally trading as Health Poverty Action (HPA) is an International NGO founded in the UK in 1984. HPA that has been operating in Rwanda since 1998 implemented various projects focusing on education- girls’ education challenge), livelihood and agriculture, environment, WASH, etc.

Rwanda Organization for Development Initiatives (RODI Rwanda) is a nonprofit operating under   the Government of Rwanda through the Rwanda Governance Board (RGB) with Reg No 044/2014 in 2014 RODI’s mission is to strengthen the capacity of small-scale farmers, youth and women to improve livelihoods, food security, and increase economic opportunities by providing technical assistance in the agricultural value chain, adaptation to climate change, and entrepreneurship development

AKA, RODI and HPA have recently formed a Joint Venture for the tender “Develop and Deliver Business Development Support Services to Existing Micro and Small Enterprises in 3 Districts: Karongi, Rutsiro, And Nyamasheke

Joint Venture AKA, RODI & HPA, is seeking a skilled and experienced consultant for developing and adapting existing curricula and coming up with a curriculum that shall be used to train youth business startups. The curriculum aims to equip aspiring entrepreneurs with the knowledge, skills and competencies necessary to successfully launch and manage their business. Objectives:

The primary objectives of the curriculum development/adaption are:

  • To provide a comprehensive and hands-on training manual for startups;
  • To enhance and improve skills and knowledge needed for a successful business start-up and management;
  • To ensure that the curriculum is up-to-date, relevant and aligned with current market needs and standards.

Scope of Work:

The scope of work includes but not is limited to the following:

  • Conduct a detailed needs assessment to identify the key needs and challenges faced by startup young entrepreneurs;
  • Based on the needs assessment, adapt the curriculum content to cover key areas such as marketing, practical business activity, finance, coming up with a business idea, characteristics of business owners, business and legal operations and business plan;
  • Create detailed modules, sessions and activities including key topics, learning objectives, activities
  • Training material preparation. Curate training materials that use a variety of active, learner-centered teaching methods and a curriculum that aims to build on and enhance the participants’ existing knowledge and skills and provides the opportunity for practical experience. Actively engaging youth in activities through participatory and practical methods to strengthen their skill and confidence levels to perform effectively in the workforce and be productive members of their communities as well;
  • Validate the curriculum with Enabel, JV AKA, RODI & HPA and other stakeholders

Incorporate feedback and finalize the curriculum for use

Expected Deliverables:

The key deliverables for this assignment include:

  • Prepare and submit a detailed needs assessment report;
  • Share an initial draft of the curriculum;
  • Share a finalized curriculum ready for use.

Duration and Timeline:

  • Detailed timelines for each phase will be agreed upon at the outset.

Reporting and Coordination:

  • The consultant will report to JV AKA, RODI & HPA.
  • Regular progress updates and meetings will be scheduled to review the progress.

Qualifications:

  • Proven experience in curriculum development and adaptation, preferably within the nonprofit sector.
  • Familiarity with conducting needs assessment and youth training in Rwanda.

Evaluation Criteria:

  • Proposals will be evaluated based on experience, methodology, and cost-effectiveness.
  • Demonstrated ability to adapt/develop the curriculum within agreed timelines.

The JV (AKA, RODI and HPA) invites interested consultants to submit the following documents by  10th of September 2024 14:00hrs to info@akazikanoze.org  with copy to hparwandaprocurement@gmail.com and rodiorganization@gmail.com , quoting the reference number ……

  • Expression of interest (EoI) outlining how the team leader and team members meet the selection criteria and their understanding of the ToR. 
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • Two examples of similar pieces of work completed recently. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs and inclusive of taxes.

In addition, the individual has to submit the following official documents:

  • Three references of similar services;

In addition, the consulting firm or individual has to submit the following official documents:

  • RRA Tax clearance certificate;
  • RDB registration certificate;
  • Three references of similar services;
  • RSSB contributions clearance certificates;
  • Certificate of no bankruptcy;
  • Proof of EBM
