1. Background |

The Government of Rwanda, through the Ministry of Health, started to develop a national eHealth strategic plan with technical and financial assistance from the World Health Organization (WHO). The National eHealth Strategy is a guiding document that presents a high-level plan to develop and implement Digital Health in Rwanda. It will include (i) Rwanda’s long-term vision for Digital Health with a strong focus on the tangible benefits and deliverables that will be achieved over the next five years; (ii) the health sector IT and data strategic plan, which describes how the IT systems and infrastructure responds to the overall health sector goals and objectives; (iii) the monitoring and evaluation framework, which enables a government to track and assess the success of the strategy; (iv) the leadership and governance structure that is needed to guide the implementation and ensure the timely completion of digital health deliverables and the realization of the associated benefits for Rwandans and (v) a costed implementation roadmap to identify the necessary resources to implement the strategy. The document is expected to define, among others, the IT governance, data governance, data architecture, national eHealth vision, national eHealth action plan, and the eHealth monitoring and evaluation plan. The National e-Health Strategy will consist of two main sections namelythe health sector IT strategy and the Data Strategy. More specifically, the health sector IT strategy will include: vision and mission; current state assessment of IT systems, infrastructure, processes, and staff capabilities; gap analysis; implementation roadmap; IT governance structure; IT architecture which consists of the design and structure of health sector IT systems and infrastructure; IT investment and budget; IT risk management; performance metrics which includes key performance indicators to measure the success of the IT strategy and its alignment with the health sector overall goals and objectives. The health sector data strategy will include vision and mission; current state assessment; gap analysis; roadmap; data governance; data architecture; data governance; data management; data security and privacy; data analytics and insights, and performance metrics, which include performance indicators to measure the success of the data strategy and its alignment with health sector overall goals and objectives. To ensure that the suggested approaches included in the eHealth Strategy, especially the governance model (including strategy and investment, services and applications, standards and interoperability, infrastructure, legislation, policy and compliance, and workforce ) are aligned to the Global strategies and models adopted by more advanced countries such as Estonia, an international organization with relevant experience eHealth will be hired to review the final draft. This work is expected to take place within one month and includes the following objectives:

Qualifications, experience, skills, and languages |
||||||||||
The firm or organization should demonstrate the following qualifications experience: At least 11 - 15 years of experience implementing eHealth solutions, including in the European region. Educational Qualifications Members of the team should have at least Master’s degree in computer science, information technology, health informatics, or another relevant field such as medical sciences, project management, political sciences, or economics, with a proven experience in eHealth. The team will work under the Direct supervision of the Technical officer responsible for Monitoring and Evaluation in WHO Country Office and focal point from the Ministry of Health Digitalization Unit. |

The peer review will be performed remotely over a one-month period, with weekly conference calls to review progress and discuss preliminary findings and final report. |
