Consultancy services to facilitate Resource Mobilization and Capacity Building (Coaching and Mentoring) of IPAR-Rwanda’s Research Team
The Institute of Policy Analysis and Research-Rwanda is a registered independent, not-for-profit research and policy analysis Think Tank in Rwanda. It became fully functional in 2008 with the support of African Capacity Building Foundation (ACBF ) and International Development Research Center (IDRC) with initial start up support from the Government of Rwanda.

1. About IPAR-Rwanda
The Institute of Policy Analysis and Research- IPAR-Rwanda is an independent think tank in Rwanda with a reputation for high-quality, cutting-edge research and policy publications, which became fully operational in May 2008. IPAR-Rwanda exists to enhance evidence-based policy making and to promote a culture of debate and dialogue on policy issues in Rwanda through conducting timely, relevant, high-quality, policy-oriented analysis and research.
During the early years of its establishment, IPAR-Rwanda relied mainly on resources provided by Development Partners to finance implementation of activities envisaged in the successive sets of its 5-year strategic plans.
In the framework of its 2021-2026 Strategic Plan, IPAR-Rwanda intends to concentrate efforts at strengthening its internal capacity for mobilizing financial and material resources needed to support implementation of research activities in the context of its mandate. This will not only allow IPAR-Rwanda to effectively implement activities envisaged in its Strategic plan for the period 2021 – 2026 in an organized manner but will also enable it to sufficiently respond to its research work needs.
This therefore calls for developing and implementing a robust forward looking resource mobilisation strategy which takes into account changing the donor landscape, building on lessons learnt from current resources mobilisation efforts. The resource mobilisation strategy must explore new aid modalities and actors and adopt a systematic and strategic approach to leverage the existing and new partnerships.

It is in light of the above that IPAR –Rwanda would like to hire services of an individual consultant to provide Technical Back up to its Leadership and Management in the processes of Resource Mobilization and Capacity Building (coaching & mentoring) of its Research team.

2.0 Objectives of the Assignment
The main objective of the assignment is to provide Technical Assistance (TA) to the leadership and Management of IPAR-Rwanda in the process of resource Mobilization activities and capacity buiding (coarching and mentoring) of the Research Staff to ensure that Financial Resources required to implement activities envisaged in the 2021-2026 Strategic Plan are made available.

Specifically, the assignment seeks to provide technical support in the process of:
• Conducting a comprehensive Assessment and Analysis of potential sources of financing to support implementation of IPAR-Rwanda activities over the five-year planned period.
• Developing a Resource Mobilization Strategy to guide the process of identifying potential sources of funding activities envisaged in the IPAR-Rwanda Strategic Plan.
• Preparing project proposals to support the process of implementing activities envisaged in the approved Resource Mobilization Strategy.
• Providing Technical Back-up to the leadership of IPAR-Rwanda in the process of conducting consultative meetings with potential funding Agencies and institutions.
• Providing coaching and mentoring services to relevant officers at IPAR-Rwanda to transfer knowledge and enhance their capacity to sustain implementation of Resource Mobilization activities at IPAR-Rwanda.

2. Scope of work and tasks to be accomplished
The scope of services and tasks to be accomplished under the assignment include but not limited to the following:
• Consult with the IPAR-Rwanda team to better understand the vision, mission and focus areas of the Institution.
• Work with IPAR-Rwanda leadership and Management to:
• Explore available windows and trust funds their purpose and modalities to determine the best fit the IPAR – Rwanda or the specific intervetion/activity.
• Develop a Resource Mobilization Strategy for IPAR-Rwanda reflecting proposed intiiatives for fund raising efforts to support implementation envisaged in IPAR-Rwanda approved Strategic Plan.
• Prepre a comprehensive action plan with clear outputs and time-bound activities to raise funds
• Prepare a package of Resource Mobilization project proposals aligned to the Donnor Country Assistance Strategies (CAS) relevant to IPAR-Rwanda mandate.
• Prepare a set of relevant correspondaces with Donnors who are contacted for purposes of supporting IPAR-Rwanda fund raising efforts, including meetings minutes and reports.
• Progress reports of IPAR-Rwanda Fundraising actions
• Conduct a comprehensive analysis of potential donors and assess the feasibility of securing multiyear and thematic funding arrangements.

o Map donors’ strategic areas of interest and explore opportunities for partnerships (and mobilizing and leveraging resources) from different donors.
o Develop an implementable action plan for pursuing new donors (traditional and non-traditional) and obtaining funding for the IPAR-Rwanda work program;
o Develop objectives for fundraising, methods, tactics, and focus (bilateral, private sector, public funding, foundations, high learning institution)
• Recommend ways to develop and maintain strategic partnerships and engagement with key donors (past, present, and future);
• Assist IPAR-Rwanda Leadership and Management in preparing funding requests in response to calls for proposals emanating from different donors.

4.0 Expected Deliverables of the Consultancy
The expected deliverables from the assignment are as follows:
• Inception report detailing: Consultant’s understanding of the client’s requirements; Proposed approach and Methodology to accomplish the assignment and work plan.
• A comprehensive analysis of potential donors and assessment of the feasibility of securing multi-year and thematic funding arrangements.
• A Resource Mobilization Strategy for IPAR-Rwanda reflecting proposed initiatives for fundraising efforts to support implementation envisaged in IPAR-Rwanda approved Strategic Plan.
• A comprehensive action plan with clear outputs and time-bound activities to raise funds
• A package of Resource Mobilization project proposals aligned to the Donnor Country Assistance Strategies (CAS) relevant to the IPAR-Rwanda mandate.
• A set of relevant correspondences with Donors who are contacted for purposes of supporting IPAR-Rwanda fundraising efforts, including meetings minutes and reports.
• Progress reports of IPAR-Rwanda Fundraising actions.
• End-of assignment Report

5.0 Duration of the assignment
The assignment shall be accomplished over a period of three years. At the end of every year, the client and the consultant will make a performance review of the assignment to pave way for continuation of the assignment implementation process.

6.0 Profile of the consultant desired to accomplish the assignment
The suitable consultant required to accomplish the assignment shall have the following minimum Qualifications and experience:
• Advanced degree in Business Administration (MBA), Economics or Project Management
• 10 years of experience in Organizational and Institutional Development, Strategic Planning, Human Resource Management, and Resource Mobilization.
• Five years of experience in conducting Strategic Plans for Policy Analysis and Research Institutes including preparation of Capacity Building Plans for supporting its implementation
• A proven experience and relevant competencies in the field of working with Policy Analysis and Research Institutions.
• Having assessment, analytical, statistical, and planning skills.
• Good oral and written reporting skills.
• Good working knowledge of the Rwandan Development context, and experience in developing Policies, Sector Strategies, Institutional Strategic, and Capacity Building Plans.

7.0 Submission of proposals
