Terms of Reference for application of a classical Gendered Climate Vulnerability and Capacity Analysis (G-CVCA) into Supporting and the Enhancing Resilient and Viable Employment Opportunities (SERVE) Project 

1. Background

CARE is a leading humanitarian and development organization fighting global poverty. CARE seeks a world of hope, tolerance, and social justice, where poverty has been overcome and people live in dignity and security. CARE International aims to be a global force and a partner of choice within a worldwide movement dedicated to ending poverty. Globally, CARE and partners through its vision of overcoming poverty by 2030, intends to support 200 million people from the most vulnerable and excluded communities to overcome poverty and social injustice. This is through 6 impact areas of promoting Gender Equality, Climate Justice, Humanitarian, Right to Health, Right to Food Water and Nutrition and Women Economic Justice.

In line with CARE 2030 vison, in 2022, CARE Rwanda started implementing a country programme strategy that is focused on achieving gender justice for vulnerable women and girls aged 10–59 years. With an overall goal: by 2025; 1,500,000 women and girls aged 10 to 59 years old have graduated out of poverty and positioned themselves in the green private led economy while enjoying equal rights, voice, leadership, and opportunities and living in dignity. Through two program pillars: (1) gender justice and right to health and (2) women economic and climate justice.

2. SERVE Project Context  

Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) is a project under the Mastercard Foundation Young Africa Works strategy which aims to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people in agricultural value chains across Rwanda. SERVE is implemented through a consortium of partners led by CARE, and which is composed of Duharanire Amajyambere Y’Icyaro (DUHAMIC-ADRI), ProFemme Twese Hamwe (PFTH), Association of Micro-Finance Institutions Rwanda (AMIR), and Urwego Bank.

SERVE project falls under and contributes to the Women economic and climate justice pillar, where CARE wants to ensure sustainable and growing income of the poorest, security and peace of mind in times of crisis, and contribute in the national and global efforts to build climate resilient business.

3. Justification/Rationale

As part of market-based agricultural productivity and diversification pathway, SERVE project is required to conduct a Gendered Climate Vulnerability and Capacity Assessment (GCVCA) analysis to assess and analyze the climate change risks, vulnerability, and adaptive capacity of both women and men in the focus districts. This should inform Climate Smart Agribusiness (CSA) interventions including promoting and linking farmers with suppliers of smart agriculture technologies (e.g., small-scale irrigation technologies, hydroponic farming kits, and greenhouse equipment) for climate and resilience and adaptation among the targets agri-preneurs.

Support and facilitation will also be provided to farmer groups and local authorities in Climate Vulnerability Capacity Assessment. To inform these interventions across the target districts and value chains, the Climate Vulnerability and Capacity Assessment (CVCA) tool will be specifically applied to the following activities:

  • Conduct a Gendered Climate Vulnerability and Capacity Assessment. Through application of participatory exercises, secondary data, and associated discussions, the GCVCA process aims to assess and analyze the climate change risks, vulnerability and adaptive capacity of both women and men in the focus districts. Through this, partners will have a nuanced understanding of the enabling policy and institutional environment for PFY smallholders and agribusinesses, as well as providing understanding the district capacity in addressing vulnerabilities and climate shocks and provide recommendations on how the proposed Project could build on the existing district structure and capacity to address vulnerabilities. These are critical steps to supporting communities in anticipating and avoiding climate change risks, absorbing impacts, and transforming their economic activities in the face of climate change. Critically, it combines indigenous knowledge and scientific data to yield greater understanding about local impacts of climate change - including risks and hazards. It also enables a baseline context and establishes the extent of gender mainstreaming in agricultural and climate change plans in the target area.
  • Promote climate-smart agri-businesses. This activity serves to strengthen climate resilience and adaptation among the target agripreneurs, especially female youth. The project will promote and link farmers with suppliers of smart agriculture technologies (e.g., small-scale irrigation technologies, hydroponic farming kits, and greenhouse equipment). It will also support Farmer Promoters, Farmer Group leaders and cooperatives in accessing and using agri-climate information for seasonal planning and monitoring. Finally, the project will support youth to invest in climate resilience specialized agri-businesses (e.g., vermicompost production, nursery development, vertical farming, or soil and water conservation).
  • Following the CVCA ToT, support implementing partners to facilitate 1,000 farmer groups and local authorities in using Climate Vulnerability Capacity Assessment (CVCA) tools; 

4. Main of objectives of the engagement 

SERVE project is therefore seeking to engage with an experienced service provider to support the project with the required technical support and guidance in the development of a classical CVCA Training of Trainers (TOT), conducting an in-country TOT to SERVE project staff both CARE and partners, and provide remote support to the project during CVCA roll-out. 

5. Timelines

The CVCA will begin once the ongoing gendered agricultural value chains analysis is finalized to draw from the outcome and recommendations of the analysis. Lessons from the implementation of the classic CVCA will, at a later stage, inform the adaptation of CVCA tools on the project supported value chains. It is planned that the assignment will take working 40 days and commence in early April 2024. 

6. Expected Tasks and

The service provider will develop and deliver a 3-days in-person ToT training on CVCA in-country to CARE and partners staff and provide remote support to the project staff during CVCA roll-out. This will be done in collaboration with the SERVE team, especially the Value Chain and Gender experts. 

7. Roles and responsibilities.

Responsibility of the Service Provider (Expected deliverables) 

  • Provide the G-CVCA tool kits with all the tools ready for use
  • Develop and share the required training manuals.
  • Prepare and Facilitate the ToT training.
  • Accompany the Country Office team in the roll out of the trainings and application of G-CVCA tools
  • Produce training and the final assignment report

Responsibility of CARE Rwanda/SERVE Project   

  • The country office will ensure a dedicated team is available to support the service provider. This shall include the project manager, technical staff including the Value chain advisor, Youth and Gender specialist, and Impact Measurement team, and CUSA Value Chain support.
  • All logistics and project management related support will be provided by the CO through SERVE team/Project Manager.
  • Serve will ensure availability of all background documents required by Service Provider including the reports of the agricultural value chain analysis.
  • Ensure availability for timely reviews and/or meetings as required by Service Provider.
  • Organize translation of the G-CVCA modules in Kinyarwanda for the project to easily disseminate / roll out the tools;

8. Supervision 

The Task Managers for this work will be the Value Chain Technical Advisor and SERVE Project Manager. The Consultant is also expected to liaise closely with other key CARE’s program personnel. 

9. Contract Terms and Conditions

A standard CARE International service agreement format will be used, subject to the supplier’s agreement with the terms and conditions.

11. Application procedures

The application file should contain the following documents:

  • A technical proposal, with a clear timeframe and a description of the proposed methodology detailing how the deliverables will be achieved, and the team credentials for similar assignments.
  • Detailed Curriculum Vitae of the proposed team to carry out the assignment with clear roles and functions.
  • A financial offer detailing the various costs associated with the delivery of the above services, in PDF format and must be a separate document from the technical offer.
  • Evidence of the consultant’s experience in doing similar assignments: Copies of similar assignments (with evidence for good completion of the previous similar assignments);
  • Submit at least 3 references with their contacts and addresses.
  • Bank account information including the scanned copy of blank check or document from the bank confirming bank account information (name, account number, swift code, …)
  • Consultant firm profile; VAT registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate (when applicable). For applicants without registration in Rwanda, submit the above requirements from the country of registration as applicable.
