TERMS OF REFERENCE (ToR) FOR RESEARCH CONSULTANCY

Impact assessment of the project:  “Strengthening the Rule of Law in Rwanda: Justice, peace and security for the people” 

  1. Background  and context of the consultancy 

Prison Fellowship Rwanda (PFR) is a faith-based organization, created in 1995. It works in partnership with the government of Rwanda and its relevant agencies, local and international organizations as well as UN agencies to foster interventions that support psycho-social healing, peace building and reconciliation, restorative justice, crime prevention, human rights promotion, and legal aid, intervening in emergencies as well as nurturing socio-economic empowerment in Rwanda in the wake of the 1994 genocide against Tutsi and its aftermath. 

Under the financial support of UNDP, the project “Strengthening the Rule of Law in Rwanda: Justice, Peace, and Security for the People was implemented in prisons of Rwamagana, Bugesera, Ngoma, Musanze, Rubavu, and Nyamagabe, as well as in the communities of the mentioned districts. The project targeted genocide inmates, family members of genocide inmates, and genocide survivors. The project intended to help, encourage and assist inmates who desired to seek pardon from genocide survivors, and on the other hand, accompanying the genocide survivors who are ready to forgive their offenders through dialogues, and finally bring together Genocide survivors, inmates, and their family members for joint healing and reconciliation sessions.

To provide an enabling environment for genocide inmates, their family members, genocide survivors, and communities to build bond, and work toward reconciliation and restoration, increase level of social cohesion, peace, safety, and mutual trust through healing and reconciliation dialogues.

The project had the following intended outcomes: 

  • Free the perpetrators and the victims, as well as their families from the bondage of shame, resistance to forgiveness,  hatred, revenge, and genocide ideology;
  • Heal the wounds and memories of the painful past related to 1994 genocide against the Tutsi;
  • Foster peace-building in the communities of Rwanda and creating a peaceful legacy for future generations of Rwanda;
  • Encourage and help the victims and offenders to work together for the promotion of livelihood initiatives , poverty alleviation and enhancing social cohesion;
  • Impacting and inspiring other inmates of all rehabilitation facilities and community members in general, on healing and reconciliation process. 
  1. Objectives of Study
  • PFR seeks to recruit an external consultant (individual or team) to conduct an impact assessment for the project. The following are the objectives of study :
  • Assess the relevance, effectiveness, impact, and the sustainability of the implemented project “strengthening the Rule of Law in Rwanda: Justice, peace and security for the people”.
  • Extract critical lessons learned and draw recommendations to inform future healing, reconciliation and peace building programming in Rwanda. 

The Evaluation/ assessment  criteria of which PFR wants to be informed include :

Relevance

  • Did the project target the relevant population to achieve its goal and building reconnection to enable healing and reconciliation?
  • To what extent were the program able to adapt to the continuously changing context and stay relevant, and its implementation in different geographic areas? 
  • To what extent were communication, messages and strategy relevant (promoting acceptance, tolerance and reconciliation), neutral and inclusive of different groups (genocide prisoners, their family members, family members of genocide prisoners and genocide survivors ? 

Effectiveness

  • To what extent have the intended project’s results been achieved?
  • To what extent did participants to dialogues express their willingness for participation?

Impact 

  • What changes, intended and unintended, positive and negative, have occurred in the target population during the project implementation ? 
  • To what extent did the project significantly contributed to achieving enduring Healing, reconciliation and social cohesion among the target population? 
  • What effects did the project implementation had on the rest of community members, and or other genocide inmates, their family members and genocide survivors who did not participate in this program?

Sustainability:

  • To what extent are the project’s achievements likely to be sustained after the project  closeout?
  • What enables or impedes the sustainability of results?

Lessons learned and recommendations:  

  • What are the lessons learned that Prison Fellowship Rwanda could integrate into future healing, reconciliation and peace programming in general? 
  • Did Prison Fellowship Rwanda target and involved key target population and stakeholders in the process? What are other target groups or stakeholders that should have been targeted? 
  • Which are the recommendations to instil the participation of genocide perpetrators, and genocide survivors in the healing and reconciliation process? 

Geographic Locations 

The impact assessment will be conducted in Ngoma,  Nyamagabe,  and Rubavu in communities,  as well as in  Ngoma and Bugesera prisons. 

  1. The Methodology 

The selected consultant or assessment team will be responsible for designing the evaluation methodology and developing the appropriate tools. The consultant/evaluation team will develop an inception report, detailing the objectives, the people to be interviewed, the specific methodology to adopt, the limitation and the tools adapted to each group. The consultant/evaluation team will conduct the data collection and analysis in close collaboration with PFR, which will also provide additional information and facilitate the necessary contacts with the target population in the communities. Once the methodology has been approved, the consultant/evaluation team will be responsible for conducting the literature review, developing tools, training of enumerators, data analysis, and drafting of the report. PFR team will approve the final methodology and tools before data collection begins, as well as provide feedback on the inception report.  

The consultant/evaluation team will be expected to complete the final evaluation and submit the final report in accordance with the timeline and deliverables guidelines below.  

  1. Deliverables
  • An assessment plan ( inception report) detailing the proposed  methodology, tools , calendar  and the literature review for the impact assessment research;
  • Training of enumerators;
  • Supervision and participation in data collection;
  • Oversight of the data entry and data analysis processes;
  • Submission of all databases to Prison Fellowship  Rwanda;
  • Production of a draft evaluation report in English, for review by PFR team and partners;
  • Executive summary of methodology, limitations, key findings and recommendations;
  • Presentation of research findings in the dissemination workshop with relevant stakeholders and or partners;
  • Final report of the impact assessment. 
  1. Technical support from PFR 
  • PFR will share the following elements with the selected consultant/evaluation team: Background materials including the project proposal and log frame, the   reports, and other materials as requested by the external consultant;
  • Other quantitative and qualitative data collected by PFR’s staff throughout project implementation. 

PFR will also facilitate contacts with project stakeholders and beneficiaries as relevant to   support data collection.

  1. Timeline 

Prison Fellowship Rwanda expects to finalize the recruitment of the consultant/evaluation team by mid June 2023. The inception report with the agreed methodology finalized tools, literature review, and updated calendar must be available by the end of June 2023. Data collection will take place early July 2023. PFR expects to receive the first draft of the report end July. PFR and the consultant/evaluation will agree on final deadlines upon finalization of the contract.  

  1. Selection of the consultant/evaluation team

The applications received will be evaluated based on the following criteria: 

  • More than 4 years of experience conducting research in healing, reconciliation, and or peace building;
  • More than 4 years of experience in project evaluation, including innovative methods;
  • Experience working with governmental and Non-governmental governmental organizations;
  • Demonstrated qualitative and quantitative data collection skills;
  • Contextual knowledge and experience working in the targeted locations in the communities:
  • Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the timeline limits ;
  • Honesty and integrity: The consultant should be transparent with the contractor/constituent about any conflict of interest, any change made in the negotiated project plan, and the reasons why those changes were made;
  • Respect for people: The consultant respects the safety, dignity, and self-worth of respondents and program participants. The consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age etc. 
  1. Application

  • A technical proposal proposing a methodology for the impact assessment together with a financial proposal for the completion of the aforementioned deliverables and a short cover letter.
