Consultancy To Conduct End-Line Evaluation For Ruhango Water Sanitation And Hygiene Program Area (Ruhango Wpa)
Purpose

The overall aim of this end-line evaluation is to critically assess the extent to which the planned objectives for Ruhango WASH Program Area have been achieved. The end line evaluation will analyze the impact, efficiency, relevance, effectiveness, and sustainability of the 9-year WASH and Christian witness Program in Ruhango district. The end line evaluation will draw key lessons learnt and the best practices to the project stakeholders; Knowledge, Attitudes and Practices (KAP) relating to Christian witness, water, sanitation, and hygiene practices in the communities and institutions within Ruhango. Living Water International (LWI) will use this information and knowledge to inform and improve the design of ongoing, new, and future WASH Program Areas. It is also purposed that the evaluation results will be shared with WASH and Church ministry stakeholders including, local leaders, WASH organizations, local government, and other partners in a common forum for the common good of Ruhango development and data sharing.

Description and objectives of Ruhango Water Sanitation and Hygiene Program Area (Ruhango WASH Program Area)
The Ruhango WASH Program Area is in Ruhango district, South Province of Rwanda, at about 75 Km from Kigali – the capital city of Rwanda. Ruhango WASH Program Area is made up of four sectors including Ruhango, Mbuye, Kinazi and Ntongwe where LWI has been implementing WASH and Christian Witness activities. Ruhango WASH Program Area plan was developed in align with the 5 strategic goals of LWI Rwanda of: Building organizational capacity, enhancing sustainability and community empowerment, having a geographic focus, strengthening partnerships, and increasing resource mobilization. LWI Rwanda’s objectives in the Ruhango WASH Program Area were all about:
• Reducing the waterborne illnesses by promoting good hygiene practices and behavior
• Facilitating community access to safe water through rehabilitation of all possible existing water systems and development of new ones
• Building and strengthening the capacity of local churches and community structures for holistic transformation through Christian Witness, and
• Partnering with other agencies in the delivery of its services and products

Required Qualifications of Individual Consultants or Consulting firms
The team (both individuals and firms ) to perform this consultancy should possess a minimum of the following qualifications
• At least Master’s degree (equivalent) in the fields of Statistics, Public Health, Water Resources and Environmental management, Water Sanitation Environmental Engineering, International development, Development studies and any other related field.
• Minimum of ten (10) years of progressively working experience in designing and coordinating surveys or assessments or research studies within Rwanda WASH sector.
• Experience of undertaking similar assignments with International NGOs and knowing how Rwanda WASH sector operates is essential
• Experience in working with district officials, community leaders, youth, and women’s groups.
• Experience in managing mobile data collection (paperless) in the field – especially Kobo application.
• Thorough understanding of research methods like qualitative and quantitative is compulsory
• Excellent knowledge of research related software for like SPSS is essential.
• Excellent analytical skills to review and provide substantive feedback on documents.
• Excellent communication skills – oral and written – pertinent to all elements of work.
• High degree of computer proficiency in Microsoft Word and Excel, power point.
• Business registered in Rwanda as local firms /company
