Greater Virunga Transboundary Collaboration is a Mechanism for strategic, transboundary, collaborative management of the Greater Virunga Landscape. Set up by ICCN, RDB and UWA with their partners in the region, it started with ranger collaboration to protect mountain gorillas in Mgahinga, Bwindi, Virunga and Volcanoes NPs in 1991. Later it has expanded in scope (tourism, community conservation and research and monitoring). The area also now extends to central and north Virunga (DRC), Queen Elizabeth, Rwenzori Mountains and Semuliki NPs (Uganda). The Executive Secretariat sits from 2008 in Kigali to coordinate and link stakeholders on behalf of the Protected Area Authorities.

Context
The Greater Virunga Transboundary Collaboration (GVTC) was established through a treaty signed by the three partner states of the Democratic Republic of Congo (DRC), the Republic of Rwanda and the Republic of Uganda on 30th October 2015, as a collaborative transboundary framework of programs, plans and activities to conserve a network of Protected Areas (PAs) in the Greater Virunga Landscape (GVL) of DRC, Rwanda and Uganda. The treaty was a climax of 10 years of formal engagement between the three countries. The GVL covers spaces and communities around the Protected Areas (PA) of Virunga National Park (PNVi) of DRC, Volcanoes NP of Rwanda and Semuliki NP, Queen Elizabeth NP, Rwenzori Mountains NP, Mgahinga Gorilla NP, and Bwindi Impenetrable NP of Uganda, including lakes, rivers and tributaries.

The objectives of GVTC as enshrined in the treaty are;
• To promote and coordinate the conservation of biodiversity and related socio-cultural values within the Greater Virunga wildlife protected area network;
• To develop strategies for Transboundary management of biodiversity
• To promote and ensure coordinated planning, monitoring and evaluation of the implementation of transboundary conservation and development programmes.
• To promote and coordinate tourism development programmes in GVL
• To secure sustainable funding for collaborative management of the Transboundary Protected Area Network to promote biodiversity conservation and tourism development in the Greater Virunga Landscape;
• To enhance and harmonise the generation and sharing of knowledge, experience and best practices for evidence-based decision making
• To Promote and support the safety and security of wildlife resources and tourists within GVL
• Engage in any other activity for the attainment of treaty objectives

In undertaking to achieve the stated objectives, GVTC works with both state and non-state partners with the following key roles:
• Coordination and convening of stakeholder partnerships and meetings
• Information and information management/ clearing house
• Brokering/Mediation
• Monitoring and Evaluation
• Warning bell/early warning system
• Implementation of some interventions
The Greater Virunga Landscape (GVL), also known as the Central Albertine Rift, is one of the world’s most diverse fragile eco-regions with endangered wildlife and fauna like the mountain gorilla and the iconic elephant, hippopotamus and chimpanzee as well as rare birds and plants.
Reflecting its regional and international importance as home to the beautiful endangered species, the GVL includes three World Heritage sites, one Ramsar site and two Biosphere Reserves. Despite its importance, the GVL faces many threats, such as insecurity, poverty, poor infrastructure development, climate change, demographic growth, and oil and gas exploration and exploitation, which may result in the fragmentation of the landscape.
Successful conservation of the GVL will, however, require government institutions, regional and international communities, public and private sectors, donors and development partners to work together to conserve the Greater Virunga Landscape now and for future generations.
For the GVTC to measure its success in conserving the GVL prepares an Annual Conservation Status Report (ACSR). The purpose of the ACSR is to provide up-to-date information on critical conservation indicators in the GVL. The ACSR assists the GVTC and its partners in monitoring and evaluate their conservation efforts and strengthen conservation activities in the GVL. ACSR is targeted to a diverse audience, including: (1) Conservation Partners operating in GVL and other landscapes, Academic and Scientific Research Community, Funding Institutions, General Public, etc.
GVTC has previously successfully produced a number of editions of the ACSR, each focusing on specific themes related to the GVTC conservation challenge. In this regard, GVTC is planning to produce and publicise the 2022 ACSR edition, focusing on GVL Forest Monitoring Initiative and GVTC Governance as a key pillar for the successful conservation of GVL.

Purpose And Objectives
This consultancy aims to produce the 2022 edition of the GVTC ACSR, aiming at demonstrating the results of the combined effort of the key stakeholders in the strategic, transboundary, collaborative management and measuring the effects of these efforts. The 2022 ACSR will focus on the following key objectives:
• To provide a coherent narrative about the current context and the changes that are influencing wildlife conservation and tourism development in GVL;
• To highlight the importance of modern technology in collecting baseline data and information relevant to the context and conservation measures for GVL.
• To tease out the role of Governance as a key pillar of the Transboundary Collaboration process in GVL;

Scope Of Work
The Geographical scope covers GVL, while prospective consultants will unpack the content of the scope in their proposal that addresses and adequately answer the consultancy objectives.

Methodology
GVTC requires the consultant to propose and use a sound methodology that enables them to obtain relevant information to perform the tasks professionally. However, the Consultant will be encouraged to base on the existing materials as well as other means of data collection for publication purposes.
The consultant is required to undertake the following tasks as part of this assignment;
1. Prepare an inception report that should include detailed methodology and work plan for the entire assignment and submit to GVTC for review, discussion and approval.
2. Plan interactions with stakeholders for data collection, verification, analysis etc.
3. Produce a Draft Master Design of the ACSR for discussion with GVTC and relevant stakeholders.
4. Finalise the Master Design by the inclusion of all comments and corrections and to be okayed by GVTC before production
5. Translation of ACSR 2022 into E/F versions
6. Proceed with the production of ACSR 2022 (150 copies in English and 100 copies in French) for distribution to all stakeholders
7. Submit to GVTC the electronic version of the final version of the ACSR 2022

Required Competencies
The consultant must have demonstrated knowledge, skills and experience in communication, media designing and production. They must have demonstrable experience working in the three GVL countries. The consultant must also produce evidence of previous similar work in the form of publications, reports, media articles… They must demonstrate the ability to work in a multicultural environment and to master one of the official GVL languages, i.e., English or French, and knowledge of the other is an added advantage.

Key Output And Deliverables
The following deliverables are expected from the selected consultant;
1. Inception report
2. Draft Master Design
3. Final Master Design
4. Final Product of ACSR in English (150 copies) and in French (100 copies) versions
5. Electronic version of the final version of the ACSR 2022
The consultant will report to the GVTC Executive Secretary but will be coordinated by the Deputy Executive Secretary for Programs as the activity supervisor to monitor compliance with the methodology and data quality requirements.

Timeframe
The consultancy should be conducted for 45 calendar days from the date of contract signing. However, the consultant might technically propose a realistic work plan based on this period, which will form part of the GVTC evaluation criteria.

Submission Of Proposals
Interested Consultants are required to submit their proposal note with the following components:
1. The technical part that shall include, among other things:
• A detailed description of the methodology to be used for performing the assignment
• A clear and comprehensive work plan outlining the significant activities and implementation schedule, including activity schedules giving details of commencement and completion of different tasks
• Any comments or suggestions on the ToRs
• A financial proposal with itemised budgets and explanatory notes
The proposal should be limited to 10 pages max in length (not including attachments), single-spaced, using a 12-Myriad Pro font.
