Request for the Expression of Interest (EOI)
The Regional Rusumo Falls Hydroelectric Project (RRFHP) under the implementation of Nile Basin Initiative (NBI) prepared through the Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) is a World Bank funded project under joint development by the Governments of the Republic of Burundi, Republic of Rwanda and the United Republic of Tanzania. The joint development was entered into by the three Governments through a tripartite agreement signed on 16th February 2012. The project comprises a run-of-river scheme on the Kagera River. The project construction period of 36 months started on 13 February 2017 with a planned commissioning date of 13 February 2020. The project is located at Rusumo Falls, at the common border of Rwanda and Tanzania on River Kagera.
The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) would like to hire qualified and motivated Consultancy Firm to conduct the External Audit of the Financial Statements for the 12 Months Period ended June 30th, 2024.
The objective of the audit of the Financial Statements (FSS) is to enable the auditor to express a professional opinion(s) on the financial position of the Rusumo Project implementation for the period from 1st July 2023 to 30th June 2024, and the statement of receipts and expenditures of the period then ended.
The received (EOI) shall be subjected to the evaluation criteria based on general experience, experience on similar assignments and human resources indicating that they are qualified to perform the services by provision of (brochures, description of similar assignments, experience in similar conditions, and availability).
The audit firms shall be a firm member of Professional Accountant Organization recognized by IFAC, the International Federation of Accountants. The firm shall have at least 10 years' experience in the audit project financed by International Development Partners, or audit of international organizations, and minimum 5 year of experience of World Bank financed projects.
The audit firm should have the capacity to deploy staff and resources in all three countries of Tanzania, Burundi and Rwanda. The team should comprise Financial Auditors with appropriate qualifications, experienced and skilled to carry out the audit exercise.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
The consultant will be selected in accordance with the Least Cost Selection (LCS) set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition, Revised July 2014). In case of deadline submission of (COI) fails on the government holidays, the next working day shall be considered as the last day of submission.
