Project Background:
The purpose of Nguriza Nshore (“Lend so that I may invest”) is to drive rural economic growth through facilitating the emergence of a dynamic agribusiness sector. By alleviating constraints to investment and increasing access to financing, Nguriza Nshore will facilitate the creation and growth of small to medium agribusinesses, as an entry point for broader growth, to provide productive employment for rural populations and reduce poverty. By working with financial institutions, investors, public and private sector business development service providers, and a variety of Government of Rwanda ministries and initiatives, Nguriza Nshore will be the catalyst that strengthens and improves existing public-private platforms that support investment from international, local, bank and non-bank sources, creating a better-functioning finance and investment ecosystem.


Role’s Purpose:
The Catalytic Growth Facility (CGF) Manager will be responsible for the launch and coordination of grants and subcontracts in the CGF including liaising with grantees and subcontractors and coordinating with the finance and procurement departments. The Catalytic Growth Facility Manager reports to the Director of Finance and Administration.


Specifically, S/he/ will:

  • Review grantee proposals, applications, and budgets for cost reasonableness and adherence to grant management strategy and policies
  • Train local grantees in compliance with USAID assistance regulations, including ADS 303 rules and regulations, and DAI grant policies and procedures
  • Prepare, analyze, and evaluate submissions to Requests for Applications (RFAs), Annual Program Statements (APS), or other solicited and unsolicited proposals, as outlined in the Grants Manual
  • Help facilitate Grant Selection Committees and Investment Committees, ensuring that Committee participants understand evaluation criteria, have no conflicts of interest, and are trained in the required evaluation process
  • Develop partnerships with key stakeholders to engage in designing the facility and establish criteria by which funds, investments, and technical assistance will be provided
  • Establish and maintain accurate grant documentation for each new award
  • Oversees grant implementation from execution and signing of the award, monitoring of and documenting grantee activities, administrative actions, as necessary, and final reports
  • Responsible for reviewing grant deliverables and vouchers for payment before disbursements are made
  • Oversee grant closeout procedures, including disposition plans, as applicable
  • Mentor Fund Assistant on their daily activities, and ensure they are trained on all grants policies and procedures
  • Other duties as assigned by the Director of Finance and Administration.
    Supervisory Responsibilities
  • Trains, supervises, and mentors Fund Assistant.

Qualifications:

  • Bachelor’s Degree in relevant field required
  • 3-5 years’ work experience in the grants management field, preferably with international donor-funded projects, UN agencies or NGOs
  • Accuracy in working with large amounts of data
  • Ability to respond effectively to the time sensitive inquiries
  • Experience with Microsoft office suite
  • Demonstrated knowledge of internal controls
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Professional level oral and written skills in English.
