Integrated Multi-Sectoral Project Proposal Development

Terms of Reference (TOR) for External Consultant"

  1. Background: Plan International Rwanda, in partnership with selected local implementing partners, seeks an external consultant to lead the development of a comprehensive integrated multi-sectoral project proposal. The project aims to address critical issues focusing on early childhood development, child protection & GBV, resilience, youth economic empowerment, young people engagement and SRHR in Rwanda over a three-year period from July 2024 to June 2027. The consultant will work closely with Plan International Rwanda and its partners to ensure the proposal aligns with Plan International's program quality standards and contributes to the global strategy and the country priorities.
  2. Objectives:
    • Develop a comprehensive integrated project proposal including a Theory of Change (ToC), Logical Framework (logframe), and Monitoring & Evaluation (M&E) framework.
    • Ensure stakeholder engagement throughout the proposal development process.
    • Ensure the final proposal meets Plan International's program quality standards.
  3. Scope of Work:
    • Review existing documentation and gather relevant information to inform proposal development.
    • Facilitate participatory workshops and meetings with technical leads from Plan International Rwanda and its partner organizations to gather inputs and feedback.
    • Develop a Theory of Change that outlines the long-term goals, outcomes, and strategies for achieving project objectives.
    • Develop a Logical Framework (logframe) that outlines project activities, outputs, outcomes, and indicators.
    • Develop a Monitoring & Evaluation (M&E) framework that includes data collection methods, tools, and timelines.
    • Develop a detailed risk mitigation plan
    • Ensure alignment of the proposal with Plan International's program quality standards.
    • Provide guidance and support to technical leads throughout the proposal development process.
  4. Deliverables:
    • Comprehensive integrated project proposal including Theory of Change, Logical Framework (logframe), risk mitigation plan and Monitoring & Evaluation (M&E) framework.
    • Documentation of stakeholder engagements and feedback received.
    • Final report summarizing the proposal development process, outcomes and lesson learnt for future design of the projects.
  5. Duration:
    • The consultancy is scheduled to begin on March 11th, 2024, and must conclude by the end of March. The total duration of the consultancy will be proposed by the consultant. After discussion, the final duration will be determined during the conclusive meeting.
  6. Qualifications:
    • Demonstrated experience in developing comprehensive multi-sectoral project proposals, including Theory of Change, logframes, and M&E frameworks.
    • Experience working with multistakeholder engagements in the development sector, particularly in Rwanda or similar contexts.
    • Familiarity with Plan International's mission and objectives.
    • Excellent facilitation, communication, and interpersonal skills.
    • Advanced degree in a relevant field such as international development, social sciences, or a related discipline.
  7. Reporting:
    • The consultant will report directly to Head of Programmes based at Kigali, Rwanda.
    • Regular progress updates and meetings will be scheduled to ensure alignment with project objectives and timelines.
  8. Budget:
    • The consultant shall provide a detailed budget proposal outlining all costs associated with the consultancy, including fees, travel expenses, and other relevant expenses.
  9. Application Process:

Interested consultants (individuals/firms) are invited to submit the Technical Proposals indicating their CVs, a cover letter outlining their relevant experience, administrative documents (RBD Certificate, Tax & RSSB clearances and VAT Certificate), tentative approach with a workplan and a detailed Budget/Financial proposal by not later than 4th March 2024 at 2:00 pm at the reception of Plan International Rwanda, Kacyiru - Golden Plaza Building, Floor # 4.

  • Shortlisted candidates/firms may be invited for an interview or further assessment.

10. Intellectual Property:

  • All materials developed during the consultancy will be the property of Plan International Rwanda. 

11. Confidentiality:

  • The consultant is required to maintain confidentiality regarding all information obtained during the consultancy. 

This TOR is subject to revision based on the specific needs and requirements of the project.
