COURSE OVERVIEW AND OBJECTIVES

The Monitoring and Evaluation (M&E) course is a comprehensive program that covers the standards and procedures for results-based monitoring and evaluation for end-to-end project lifecycles.

The Monitoring and Evaluation (M&E) Certification Course covers all the key elements of robust M&E systems along with hands-on practical projects to provide experience in the M&E concepts being taught.

This program is designed to enable its participants to become experts in monitoring and evaluating their development projects.

Objectives:

At the end of this course, the participants will be able to;

  • Develop a comprehensive monitoring and evaluation plan.
  • Utilize data analysis software.
  • Build project results levels.
  • Construct a project using logical frameworks.
  • Use indicators and targets to measure success.
  • Monitor and track performance indicators over the life of the project.
  • Conduct impact evaluation.
  • Evaluate a project against key measures.
  • Collect data using mobile data collection tools.

 1: INTRODUCTION TO RESULTS BASED PROJECT MANAGEMENT

  • Fundamentals of Results-Based Management.
  • Why is RBM important?
  • Results based management vs traditional projects management.
  • RBM Lifecycle (seven phases).
  • Areas of focus of RBM.

 2: FUNDAMENTALS OF MONITORING AND EVALUATION

  • Definition of Monitoring and Evaluation.
  • Why Monitoring and Evaluation is important.
  • Key principles and concepts in M&E.
  • M&E in project lifecycle.
  • Participatory M&E.

 3: PROJECT ANALYSIS

  • Situation Analysis.
  • Needs Assessment.
  • Strategy Analysis.

 4: DESIGN OF RESULTS IN MONITORING AND EVALUATION

  • Impact, outcomes, outputs and activities.
  • Results framework.
  • M&E causal pathway.
  • Standards in planning, monitoring and evaluating for results.

5: M&E INDICATORS

  • Indicator’s definition.
  • Indicator metrics.
  • Linking indicators to results.
  • Indicator matrix.
  • Tracking of indicators.

6: LOGICAL FRAMEWORK APPROACH

  • LFA – Analysis and Planning phase.
  • Design of log frame.
  • Risk rating in log frame.
  • Horizontal and vertical logic in log frame.
  • Using log frame to create Activity and Budget schedules.
  • Using log frame as a project management tool.

7: THEORY OF CHANGE

  • Overview of theory of change.
  • Developing a theory of change.
  • Theory of Change vs Log Frame.
  • Case study: Theory of change.

 8: M&E SYSTEMS

  • What is an M&E System?
  • Elements of M&E System.
  • Steps for developing a Results-based M&E System.

9: M&E PLANNING

  • Importance of an M&E Plan.
  • Documenting M&E System in the M&E Plan.
  • M&E Plan:
    • Data management.
  • M&E plan vs Performance Management Plan (PMP).

DATE AND VENUE

The course will Start by 10th to 25th /June/2024. Training will take place at SHI professional Training Center Offices located at KIMIRONKO-GASABO, TRIUMPH HOUSE 3RD Floor.

SESSIONS AND days of Training

The training Program will last for 40 hours and will be delivered in three different sessions as follows:

Day session (Monday to Friday)

Evening Session (Monday to Friday)

Weekend Session (Saturday& Sunday)

From 9:30 to 16H30

From (18h00 to 21h00

From 10hoo to 15H00

The fees will cover tuition, training materials refreshment and Certificate.

CERTIFICATE of completion

A certificate will be issued at the end of the program to every trainee who completes the course.
