Terms Of Reference
Introduction:

The Urugo Women’s Opportunity Centre (Urugo WOC) is a social enterprise of Women for Women Rwanda (WfW-Rwanda), a national NGO supporting women and girls in Rwanda to break the vicious circle of poverty and promoting increased social inclusion by enabling them to become more economically and socially capable. The Urugo WOC is a multi-purpose community center in the heart of Kayonza, housing a number of business and vocational activities which employ graduates of the WfWR program and provide access to market, community and continued support beyond graduation from the program. This includes an eco-lodge, event venue, conferencing facilities, restaurant, coffee shop, dairy production unit, handicraft gift shop and cultural tours. The Urugo WOC provides opportunities for WfW-Rwanda graduates, marginalized women and members of the community to learn specific skills to enhance capacity to earn income either through employment or through running their business enterprises more efficiently, as well as participate in growing the local economy.

Main Objective:
Urugo WOC is seeking to engage a professional consulting company or individual consultant to perform a sustainability and feasibility assessment exercise, including a strong marketing strategy and community outreach plan for the Urugo WOC in Kayonza, Rwanda, with the terms of reference as follows:

Specific objectives:
• Review current income-generating activities and revenue streams including historic growth and trajectory; assess potential of current streams, identify loss leaders and high-performing activities
• Perform a market assessment of additional income-generating activities and revenue streams including the opportunities, feasibility, investment, ROI and SROI of new activities for the Urugo WOC
• Develop an impact and business strategy for the Urugo WOC which complements and enhances the program of WfW-Rwanda while producing a sustainable and impactful social enterprise at the Urugo WOC
• Review the effectiveness, capacity and efficiency of the financial, operational and human resources structures and processes; assess operational and staffing requirements of various revenue stream scenarios (including maintaining and growing current activities, adding on additional activities or removing identified activities) and overall organizational efficiency and effectiveness, including staffing structure, capacity building and process recommendations
• Develop a clear, comprehensive and strong marketing strategy and community outreach plan, including the identification of target markets and the opportunity, sustainability and challenges of identified markets and recommendations on focus for target market
• Perform competition analysis for the Urugo WOC including Kayonza, Rwanda at large and within the region
• Support the finance department to project revenue and costs of revised strategy and business plan over the next five years, as well as projecting the break-even point and timeframe
• Support the Executive Director in assessing the utilization of the current funding and resources of the Urugo WOC, as well as the required donor support and funds required for the identified growth strategy; perform a donor mapping exercise and produce a comprehensive fundraising plan and process manual
• Calculate the return on investment and social return on investment of the Urugo WOC to date, and provide a calculation and overview of the required future investments for the identified business strategy and growth areas
• Submit a comprehensive report of the scope of work, methodology and findings to the Executive Director and Board of the Urugo WOC within the agreed upon timeline

Expected Outcome (s) :
Based on the objectives the consultant(s) will be required to provide the following:
• Review and assessment of income-generating activities and revenue streams
• Market assessment of income-generating activities and revenue streams including scenario mapping
• Impact and business strategy for the Urugo WOC, including risk assessment, financial ratios and key performance indicators
• Financial, operational and human resources review of the Urugo WOC with recommendations report
• Marketing strategy and community outreach plan for the Urugo WOC
• Competition analysis for the Urugo WOC
• A sustainability plan and feasibility assessment, clearly detailing tasks and responsibilities of each participant within the organisation
• Projected revenue, costs and break-even point of revised strategy and business plan over the next five years
• ROI and SROI report for the Urugo WOC
• Funding analysis, donor mapping and fundraising plan for the Urugo WOC
All outcomes and planning documents produced should be time bound and show clear achievable targets within defined timelines. This exercise is expected to provide overall direction to the Executive Director and Board of the Urugo WOC, as well as provide a basis for growth in partnership with WfW-Rwanda for overall sustainable, efficient and growth-oriented operations of the Urugo WOC.

Eligibility Criteria / Experience;
The consulting firm or individual consultant(s) should meet the following criteria:
• Have demonstrated experience consulting for social enterprises and/or INGOs in Rwanda or a similar context
• Have demonstrated experience in business strategy consultancy, market analysis (preferably in a rural setup), operational analysis, financial projections, cost analysis and projection of income and returns
• Have demonstrated experience in analyzing organizational structures and capacity, process analysis and documentation and process optimization within a multi-dimensional organization
• Have demonstrated experience in developing marketing strategy, preferably for social enterprises and/or the hospitality sector
• Experience with women’s empowerment organizations is an added advantage, preferably for rural women’s empowerment organizations
• Have demonstrated report writing, data collection and presentation experience
• Ability to work with the social enterprise’s staff and stakeholders on the ground in Rwanda as well as remotely globally, for input during the exercise and during the production of the required outputs

Reporting
The consultant will report to the Executive Director and Board of the Urugo WOC; on completion of the work, the consultant will submit original copies of all required outputs to info@urugowoc.com or physically deliver them to the Urugo WOC In Kayonza.

• Technical proposal detailing consultancy experience and capability, methodology, timeframe, and other information pertaining to the administration and completion of the consultancy
• Financial proposal detailing quoted cost, payment terms and other information pertaining to the cost of the consultancy
• RDB registration of consultancy firm (in the case of consultancy firms)
• CV of professional consultant(s) with consultancy experience of at least 4 years
• Portifolio/recommendations of at least 3 similar consultancy assignments
