Job Title: CQI Advisor
Position Summary:
CQI Advisor is a senior position that will be seconded to RBC under the Rwanda TA project, to
provide Technical Assistance (TA) in implementing and monitoring CQI activities and reports to
the Senior Projects Coordinator at ICAP. Given the nature of CQI activities, the CQI Advisor will
work closely with the Rwanda Biomedical Center, to support CQI related activities including
developing and establishing a standardized and sustainable national CQI system specifically
targeting priority interventions like PrEP, self-testing, MMD and TPT.
This project is funded through the President's Emergency Plan for AIDS Relief (PEPFAR) and it
is One-year contract.
Major Accountabilities:
The CQI Advisor will assume the following responsibilities:
• The CQI Advisor will collaborate with MoH and RBC in the development, review and rollout
• of a standardized and sustainable national CQI specifically targeting priority interventions like
• PrEP, self-testing, MMD and TPT.
• Lead the conduct of a needs assessment for quality improvement and oversee its
• implementation
• Lead the review and development of CQI tools as well as their adoption and use.
• Provide support to RBC in training and mentoring of DH Quality Improvement teams in the
• implementation of CQI and monitoring their performance.
• Provide oversight for technical assistance and guidance on quality improvement through
• supporting RBC HIV Division to assess and review CQI HIV related indicators.
• Lead data analysis, target re-calibration as part of remediation interventions following program
• performance assessment.
• Support MoH to institutionalize Quality Improvement courses both in-person and through
• eLearning and monitor its implementation.
• Propose Monitoring and Evaluation framework that will capture indicators related to key
• populations and programs (PREP, KP, self-testing)
• Support MoH to coordinate, strengthen and operationalize the eLearning Technical Working
• Group

• Support RBC to establish a dashboard to help sites track quality indicators and performance
• data over time
• Support the development and upload of eLearning modules, and provide TA to promote their
• use and monitor uptake
• Provide technical support in implementing the Extension for Community Healthcare Outcomes
• (ECHO) model for HCW training and mentorship
• Prepare and submit periodic reports to different stakeholders including RBC, MoH, CDC,
• ICAP and others
Education:
• Bachelor’s degree in a medical related field and,
• Master’s degree in public health, epidemiology, biostatistics or related field.
Experience, Skills, and Minimum Required Qualifications:
• At least five 5 years’ experience in implementing Continuous Quality Improvement activities
• or programs in healthcare or related sectors/settings especially HIV/AIDS quality
• improvement programming
• At least five (5) years of experience in the management of large-scale health or development
• projects, with proven capacity in building and managing a diverse team of technical and
• support staff
• At least 5years’ experience of mentorship, training or coaching for process improvement
• Extensive familiarity with Quality/Process improvement tools and methodologies
• Demonstrated experience in facilitating the dissemination and use of disease surveillance data
• Demonstrated competence in the analysis of disease surveillance data
• Demonstrated competence working within CDC or similar regulations and procedures
• Ability to work with and learn from a team of technical experts with varied background
• (information system developers, epidemiologists, health care service providers, etc.)
• Proven experience in establishing working relationships and collaborating with USG, other
• bilateral and/or multilateral donor agencies, and with host-country governments.
• Fluent English oral and written communication skills; ability to interact professionally in
• English. Basic proficiency in French or Kinyarwanda beneficia
