Baseline Survey – ReGenerate Rwanda Program

1. TechnoServe Background:

The low-income communities in which we work are full of enterprising people. Their small-scale farms and businesses are the keys to economic development. But they face many challenges: low literacy, lack of access to jobs and markets, unpredictable political dynamics, and, increasingly, the effects of climate change. For many women and young people, the challenges are even more daunting. Working with TechnoServe staff, people around the world are lifting themselves out of poverty. The results are amazing...when incomes increase and living conditions for families get better, they are able to access health care and education previously out of reach. Communities and even whole countries are better off. 

2. Program Description:

TechnoServe is working with a major bilateral donor to design and implement a multi-year program that aims to break the cycle of vulnerability, poverty, and gender inequality in some of Rwanda’s poorest and environmentally fragile districts in the Western and Southern Provinces. The program will use a market systems approach to catalyze systemic changes that result in sustainable, increased incomes for tens of thousands of poor people, particularly women, living in Western and Southwestern Rwanda. ReGenerate Rwanda will apply an environmentally sustainable/regenerative business lens to reduce economic, environmental, and social barriers that keep poor women, youth, and men trapped in poverty and unlock opportunities for their full engagement in and benefit from economic opportunities.

To achieve its objective, ReGenerate Rwanda will work in close partnership with a diverse range of market actors to support a portfolio of interventions within priority sectors or cross-cutting market functions.

3. Survey Background:

Under ssupervision of the program MEL Manager, the enumerators will collect baseline data from program target respondents (women, youth and men) in the selected districts of Western and Southern provinces of Rwanda. This baseline survey will provide a comprehensive understanding of the current situation, conditions, or characteristics related to the program's scope and will include baseline values for key indicators, demographics, socio-economic factors, and other relevant variables. This assessment will help ReGenerate Rwanda program to establish benchmarks, identify challenges, and inform the development of strategies for effective program management and evaluation.

4. Objective:

The objective of this survey is to collect quality primary data on business practices, income earning activities, income, jobs, women and youth participation, gender and youth norms etc. for different sectors/value chains including but not limited to small livestock, horticulture and cross-border trade through interviews with target respondents in Nyamasheke, Rusizi, Karongi, Ngororero and Nyabihu districts (Western province) and Nyamagabe, Nyaruguru and Gisagara districts (Southern province). The results of this survey will assist the program in gaining a better understanding of the current situation, shaping the program's planning, and establishing a reference point for effectively tracking the program's progress over time.

This exercise will include the following steps:

  1. Recruitment of enumerators
  2. Orientation training for enumerators
  3. Pre-testing of the survey tool
  4. Data collection (Enumerators)
  5. Data cleaning (Program MEL team)
  6. Data analysis (Program MEL team)
  7. Reporting of the results (Program MEL team)

5. Locations:

This baseline survey will be conducted in the following districts of the western and southern provinces:

  • Western Province: Nyamasheke, Rusizi, Karongi, Ngororero and Nyabihu districts
  • Southern Province: Nyamagabe, Nyaruguru and Gisagara districts

6. Baseline data collection

ReGenerate Rwanda program will hire eight (8) data collectors to facilitate the collection of data from 400 respondents.
