TERMS OF REFERENCE FOR A TECHNICAL CONSULTANT TO CONDUCT A COMPREHENSIVE Rwanda, like many other countries, faces significant challenges in agricultural productivity and sustainability, exacerbated by climate change impacts. In this context, marginalized farmer groups, including women, youth, and smallholder farmers, often face unique challenges that hinder their ability to adapt to climate change and improve their livelihoods. Understanding the specific needs and constraints of these marginalized groups is crucial for developing targeted interventions and policies to enhance their resilience and well-being.
The Rwanda Climate Change and Development Network (RCCDN), a national civil society network, is dedicated to addressing climate change and related development challenges. With 73 member organizations operating across Rwanda, RCCDN aims to mitigate the impacts of climate change, particularly in regions like the Western and Southern Provinces, where floods and droughts have become recurrent. These environmental challenges lead to various socio-economic repercussions, including food shortages, income reduction, and health hazards, disproportionately affecting vulnerable groups such as women, children, the elderly, and people with disabilities.
In response to the imperative of "leaving no one behind" underscored in the Climate Just Community (CJC) programme, RCCDN, supported by Trocaire and funded by the Scottish Government, is initiating a study to identify marginalized farmer groups and assess their specific needs and constraints. The goal is to ensure inclusive climate action and enhance community resilience.

The objective of the Assessment
The main objective of this consultancy is to conduct a comprehensive assessment of farmer groups in Gisagara, Ngororero and Karongi, to identify their specific needs and constraints. The assessment aims to provide actionable insights that can inform the design and implementation of effective interventions to support these groups and enhance their resilience to climate change.

Scope of Work
The assignment will be carried out in three CJC districts of Ngororero, Karongi and Gisagara. In each district, there are three specific CJC sectors that the assignment will focus on. Among the tasks to be performed included but not limited to the following;
Desk review-Conduct a thorough review of existing literature, reports, and data related to farmer groups in Gisagara, Ngororero and Karongi, including studies on their socio-economic status, agricultural practices, and climate change vulnerabilities.
Stakeholder consultations-engage with key stakeholders, including government agencies, non-governmental organizations, farmer cooperatives, and community leaders, to gather insights on the challenges faced by farmer groups and potential interventions.
Field assessments-Conduct field assessments in selected nine sectors (Kageyo, Kavumu, Muhanda, Mutuntu,Gitesi, Murambi, kibilizi,, Ndora and Muganza) from Gisagara, Ngororero and Karongi to directly engage with farmer groups, assess their needs and constraints, and collect primary data through surveys, focus group discussions, and key informant interviews.
Data analysis-analyze the collected data to identify patterns, trends, and key findings related to the needs and constraints of marginalized farmer groups, disaggregated by factors such as gender, age, and geographical location.
Report writing- prepare a comprehensive report summarizing the findings of the assessment, including an analysis of the needs and constraints of marginalized farmer groups, key recommendations for intervention strategies, and best practices from other contexts.

Deliverables:
Inception Report: A detailed report outlining the methodology, work plan, and data collection tools within two weeks of contract commencement.
Draft Assessment Report: A preliminary report presenting the findings, analysis, and preliminary recommendations within six weeks of data collection completion.
Stakeholder Validation Workshop: Facilitate a workshop to present the draft assessment report, gather feedback from stakeholders, and validate the findings and recommendations.
Final Assessment report: A report incorporating feedback from the validation workshop.

Required Qualifications and Experience
The consultant is required to possess the following qualifications:
• Master’s Degree in Agriculture and Applied Economics, Agriculture Economics, Rural Development or any other related qualifications
• Having vast experience of working with farmers in Rwanda
• Relevant experience in engaging with farmers and local authorities
• Extended experience in context analysis, data collection and interpretation
• Good communication and writing skills in English and Kinyarwanda
