Request For Expression Of Interest For Consultancy Services To Support Rusumo Project In The Improvement Of Safeguards Implementation.
Reference No: RW-NELSAP-PIU-246128-CS-QCBS The Republic of Burundi, The Republic of Rwanda, and The United Republic of Tanzania have received financing from the World Bank toward the cost of the NELSAP's Regional Rusumo Falls Hydroelectric Project and intends to apply part of the proceeds for the recruitment of a Consultancy Firm to support Rusumo Project in the improvement of Safeguards Implementation.
NELSAP/Regional Rusumo Falls Hydroelectric Project now invites Specialized firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the services of similar nature, experience in similar conditions, and availability of qualified experts

The consultant will carry out the following specific activities:
• (1)Review the implementation fully by the project and its contractors of the environment and social safeguards documents prepared and approved for the project for construction and operation phases;
• Review the current status of the implementation of the project's ESIA, ESMP, RAP and Addendum to the RAP, GRM, ESHS Management Plan (MP), etc. by all project implementers, including OE, contractors and subcontractors as well LRP and LADP implementation (In Burundi, Tanzania and Rwanda)
• Participate in the supervision of construction works of both CP1 and CP2 to ensure the compliance to the ESHS specification requirement and ESIA/ESMP and RAP and develop strategy to reinforce CP1 and CP2 comply with government regulations, the ESIA/ESHS, the bidding document, the Aide Memoire actions plans and the WB safeguards policies;
• Organize training and awareness program to all partners in particular: contractors, NELSAP-PIU. OE and community members surrounding the contractors, NELSAP-PIU, OE and community members surrounding the projects areas for improvement of compliance with the ESIA, Bidding document, country regulations and World Bank safeguards policies;
• Establish and implement an easy and simple system of reporting on all aspects of monitoring of ESHS implementation in compliance with ESIA/ESMP and World Bank policy including system of reporting that can be used during the operation phase of the 80 MW hydropower plant by RPCL;
• Highlight through a participatory appraisal process the role of the project stakeholders in the implementation of the safeguard's obligations;
• Identify and discuss with all partners any challenges that impede effective and efficient performances and delivery; and
• Propose a strategy for improving and support project implementation in respect to the WB safeguards and country environmental, health, safety, labor, requirements in the 3 countries.
The consultant firm is required to have in his team of experts: an experienced Environmentalist, an expert in health and safety and social expert with experience in construction works (qualifications for the team experts are indicated in the TORS).
The consultant firm will have a minimum of 3 experts including Environmentalist, Occupation health and safety specialist and Social expert. These experts will be based at the project site for the entire duration of this assignment. If need arises, the Consultant (3) will make travels to the project countries at least 3 times a month in each country for consultation and supervision missions. The firm will have at least 15 years of experience in the supervision of Environmental and Social compliance for hydropower projects
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
The consultant will be selected in accordance with the Quality and Cost Based Selection Process (QCBS) set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition, Revised July 2014).
