Title: Recruitment of a consultant/firm to conduct an End line evaluation for INGO Z’AMAHORO Project”

Background
1. Founded in 1991, as a non-governmental organization, HAGURUKA’s mission is to promote and defend the rights of women and children by improving their access to quality justice across the country. Our right holders are empowered to claim their fundamental rights from duty bearers in line with relevant international and national legal instruments applicable in Rwanda. The organization has a zero-tolerance approach towards sexual exploitation, abuse, and harassment; and the organization implements programs that address the immediate human rights needs of vulnerable women and children while working towards combating Gender-Based Violence (GBV) and promoting gender equality. In districts of operations, the organization collaborates with other actors to strengthen community-based mechanisms and structures to ensure gender equality becomes a daily experience with more focus on children’s and women’s rights and protection.
2. To support the government of Rwanda in achieving SDGs 3,5 and 16, Haguruka funded by Kvinna till Kvinna is implementing a project dubbed “Ingo z’Amahoro” (Peaceful Homes) that seeks to contribute to the prevention and response to gender-based violence, expand the awareness on sexual and reproductive health and promote access to quality justice.
3. It is against this context that Haguruka seeks for a consultant/firm to undertake the aforementioned end-line evaluation to assess the project contribution towards the set outcomes.

Submission Procedure
4. Interested eligible bidders may obtain further information from and inspect the bidding documents at Haguruka’s Head Office Located in KIMIRONKO KG Ave 95, upon presentation of proof of payment of a non-refundable fee of 10,000 Rwf deposited to Account No. 00040-000203052-64 Rwf/FONDS HAGURUKA opened at Bank of Kigali.
5. Tender Documents may be obtained during all working days from the place here above indicated from 29th September 2022 from 8h00 am to 17h00 pm.
6. Well written proposals (technical and financial) both in English, must be sent in separate files to “info@haguruka.org.rw “not later than 05/10/2022 at 3:00pm, local hours. Late submitted proposals shall not be considered.
7. Bidding will be conducted in accordance with article 5, “Competitive Procurement Process’’, Section 5.3, in Haguruka’s Procurement Policy.
