Assignment Description

The insurance company’s main objectives will be to provide medical insurance to staff members of
Rwanda Finance Limited and the legal dependents of staff members.
The insurance company, hereby referred to as “The Company”, will work closely with the HR and
Administration Manager.

The insurance company is expected to provide 100% coverage (no co-pay) with wide access to all
their service providers (hospitals & clinics) in Rwanda, East Africa Region as well as India.

Scope Of Cover
The cover includes, but not limited, to the following services:
➢ The scheme should provide a comprehensive and flexible hospitalization (inpatient) and
outpatient cover including maternity, funeral cost, dental and optical services.
➢ All admission claims shall be paid 100% (no co-pay).
➢ New staff members and their legal dependents shall be added at prorated annual price.
➢ Road and Air ambulance for life threatening cases shall be covered.

Firm’s Qualification & Experience
The assignment will be undertaken by a Company that meets the following criteria:
- Minimum 5 years of experience in provision of medical insurance.
- Experience working with regional hospitals / clinics (in EAC countries and India)
- At least 5 certificates of completion from public or private institutions and recognized
organizations in which the bidder has successfully completed the same assignment.
Reporting Line
The Insurance Company will report to the Chief Finance Officer.
Administrative Documents To Be Submitted
• Letter of Interest addressed to the CEO, Rwanda Finance Ltd
• Valid Tax Clearance Certificate
• Notified copy of Certificate of Incorporation
• Notified Power of Attorney; if the person signing is different from the one on the certificate
of incorporation
• Notified copy of certificate of membership to a professional body if any
Proposal Evaluation
The following criteria will be used for the evaluation of the bids:
Firm’s experience (minimum 5 years) in provision of medical insurance 40%
Experience working with regional hospitals / clinics (in EAC countries and India) 40%
Proof certificate of completion related to the assignment 20%
Financial Proposal

The insurance company should provide a financial proposal with itemized fees.
Terms And Conditions

The completion of all RFP requirements must be in accordance with the instructions contained in
this RFP. Submission to Rwanda Finance Ltd of the technical and financial proposals will constitute
an offer and indicates the firm’s agreement to the terms and conditions set forth in this RFP. Rwanda
Finance Ltd is not required to accept and/or evaluate proposals that do not conform to the
instructions of this RFP and, in addition, Rwanda Finance Ltd may reject all proposals and not make
an award.

Rwanda Finance Ltd reserves the right to make an award without discussion and/or negotiation;
however, Rwanda Finance Ltd also reserves the right to conduct discussions and/or negotiations,
which among other things may require the firm to revise its proposal (technical and/or financial).
By submitting an offer, firms agree to comply with the general terms and conditions for an award,
including Representations and Certifications of compliance. Firms must provide full, accurate, and
complete information in response to this solicitation. By submitting an offer, firms certify that they
have not and will not attempt to bribe or make any payment to RFL employees in return for
preference.
Issuance of this RFP in no way obligates Rwanda Finance Ltd to render an award, nor does it commit Rwanda Finance Ltd to pay any costs incurred by the firm to prepare and submit a proposal. Rwanda Finance Ltd reserves the right to award a contract to one organization or to issue multiple awards based on the results of our evaluation.
