Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.

The Digital Cluster is a Rwandan-German initiative to develop impact-driven digital solutions at regional and continental levels in Africa. Therefore, it not only provides advisory services and training for government institutions and local tech companies but also a modern space to boost creativity and collaboration.  

The Digital Transformation Center is a space dedicated to delivering impact-driven digital solutions, developing the capacities of the local innovation ecosystem, and replicating and scaling up digital solutions at the regional and continental levels. The implementation of innovation at the Digital Transformation Center is in collaboration with the Ministry of ICT’s implementing agency, the Rwanda Information Society Authority (RISA).  The Digital Transformation Center supports both the public and the private sectors in transferring knowledge and skills and developing organizational, structural, and technological capacities

It is against this background that GIZ is looking for a reputed and experienced company to supply the needed IT equipment.

2 Procedure

The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation:

3.1 Eligibility criteria

Participating companies must meet the following eligibility criteria:

• The company must have a minimum experience of 3 years in Rwanda supplying different brand/categories of similar equipment.  3 Letters of Reference from the past 3 years must be provided.
• The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA).
• The company must confirm in writingthat the offer is valid until at least 30 days after the submission period has ended.

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of documents mentioned above by any supplier will lead to a rejection of the entire offer.

3.2 Technical Assessment

Technical assessment will be based on the technical specifications provided in the table above against technical specifications of the items proposed by the supplier.

• The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
• For a bidder to be technical eligible, the technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete technical specifications of items proposed.
• Technical offer must include a table that shows items proposed and complete specs (Brand, model,….)

3.3 Financial Evaluation

• The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
• Financial offer must indicate the unit price of each item and total price as per quantities given. The offer must be in RWF and VAT exclusive, if applicable (The amount of the offer will be regarded as exclusive of VAT in the case where there is no information about VAT).

Other conditions:

• Delivery place:The equipment will be delivered at Career Center building, KG 541St, Kigali, Rwanda
• Delivery period:Please indicate your shortest period for delivery.
• Payment:GIZ will not issue any advance payments. After delivery and billing, payment will be made within 15 days.

 3 Submission of the offer 

Your EoI has to be submitted in to RW_Quotation@giz.de until latest 11.02.2025:

The offer has to be submitted in PDF format and as attachment to the email (Eligibility documents, technical and financial offers) with the subject: 91186049-“Company name”, without this subject, your offer may not be considered

If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/ .

Offers submitted through any other sharing platform, as google documents or similar will not be considered.

Offers submitted in hard copy will not be considered.
