Revision of the Integrated Child Rights Policy (2011) and Its Strategic Plan (2024)
Background
The Integrated Child Rights Policy (ICRP), adopted in 2011, serves as Rwanda's national framework for guiding child protection, development, and well-being. This policy, along with its corresponding strategic plan, was developed in alignment with international child rights instruments, including the United Nations Convention on the Rights of the Child (UNCRC) and the African Charter on the Rights and Welfare of the Child (ACRWC).
In light of evolving socio-economic dynamics, emerging child protection challenges, and the imperative to align with global and national development agendas such as Vision 2050, there is a pressing need to review and update the ICRP and its strategic plan to ensure continued relevance and effectiveness.
Objective
The primary objective of this initiative is to review and revise the Integrated Child Rights Policy (2011) and its Strategic Plan to ensure they remain:
- Relevant to the current socio-economic landscape.
- Comprehensive in addressing child rights and protection.
- Fully aligned with Rwanda’s national priorities and international commitments.
Scope of Work
The consultant will undertake the following tasks:
- Desk Review: Analyze existing documents, including the 2011 ICRP, the current Strategic Plan, relevant national policies, legal frameworks, and related international conventions ratified by Rwanda.
- Stakeholder Consultations: Engage with key stakeholders such as government ministries, non-governmental organizations (NGOs), civil society organizations (CSOs), community leaders and volunteers, and children to gather insights and recommendations for the policy revision.
- Gap analysis: Identify gaps and areas for improvement in the current policy and strategic plan, considering recent developments, data and emerging issues affecting children.
- Drafting revised Policy and Strategic Plan: Develop updated versions of the ICRP and its Strategic Plan, incorporating feedback from consultations and aligning with national and international standards.
- Validation workshops: Facilitate workshops to present the draft documents to stakeholders for validation and further input.
- Finalization of documents: Incorporate feedback from validation workshops and submit the final revised ICRP and Strategic Plan.
Key Deliverables
- Inception report: Detailed work plan and methodology within one week of contract signing.
- Desk review report: Summary of findings from the analysis of existing documents.
- Stakeholder consultation report: Compilation of insights and recommendations gathered from consultations.
- Gap analysis report: Identification of gaps and proposed areas for improvement.
- Draft Revised ICRP and Strategic Plan: Initial versions submitted for review.
- Validation Workshop Report: Summary of feedback received during workshops.
- Final Revised ICRP and Strategic Plan: Comprehensive and updated documents ready for implementation.
Qualifications and Experience
The lead writer/consultant should possess the following qualifications:
- Educational Background: Advanced university degree (Master's or PhD) in Law, Human Rights, Social Sciences, or related fields.
- Professional Experience: Minimum of 10 years of experience in policy analysis, development, and revision, particularly in the field of child rights and protection
- Technical Expertise: In-depth knowledge of international and regional child rights instruments, as well as the socio-political context of Rwanda.
- Communication Skills: Excellent written and verbal communication skills in English; proficiency in Kinyarwanda and French is an asset.
- Project Management: Strong organizational skills with the ability to deliver quality outputs within tight deadlines
Application Process
Interested candidates should submit:
- A technical proposal detailing their understanding of the assignment, proposed methodology, and work plan.
- A financial proposal with a detailed budget breakdown in Rwandan Francs (Frw).
- A CV for the team highlighting relevant experience in conducting a similar assignment.
- Samples of similar work undertaken with a proof of 3 certificates of completion.
- Administrative documents (RBD &VAT Certificate, RRA/tax and RSSB clearances)
Supervision and Reporting
The consultant/Company will report to the Child Rights, Protection, Safeguarding & PSHEA Manager at Plan International and HoD of Child Development, Promotion and Protection at NCDA.
Budget
The consultant will be remunerated based on agreed on deliverables. The payment schedule will be as follows:
- 30% upon submission of the inception report.
- 30% upon completion of data collection and draft policy and strategic plan submission.
- 40% upon submission and approval of the final policy and strategic plan
Responsibility of Plana International and NCDA
- Plan International will assume responsibility for covering all expenses related to the revision process, including the recruitment and payment of the consultant.
- NCDA will provide the consultant with available information about Institution’s interventions relevant to this research, support in data collection from stakeholders and keep all survey data and transcripts.
