Call For Application To Attend EPRN Professional Training Sessions Scheduled In January And February 2022
• Venue: University of Rwanda, CBE Gikondo (Former SFB buildings)
• COVID-19: All participants will be requested to be fully vaccinated and be tested negative before training

1.Introduction
The Economic Policy Research Network (EPRN) is a Research and Training Institution formally registered in 2018. The mission of EPRN is to contribute to the evidence based economic policy making by providing high-quality research, building capacity, and creating networking opportunities.

2.Training Quality Assurance
EPRN has a committee in-charge of monitoring the curriculum, course contents, and training delivery to ensure high-quality service.

3.Certificate
At the end of each course, EPRN delivers a test, and ONLY participants who successfully pass the test with at least 60% get certificates. Those who fail to obtain 60% attend similar EPRN training session free-of-charge (this repeat chance is only provided once).

4.Training Fee Per Course
• EPRN members: 60,000 Rwf per course
• Non-members: 100,000 Rwf per course

5. Courses, Specific Dates, And Content
a. Advanced EXCEL

• Dates and time: 14-17/01/2022 (9h00am-4h00pm)
• Venue: University of Rwanda, Gikondo Campus
• Course content:
• Introduction to Advanced Excel (Excel Shortcuts, useful functions for financial modeling such NPV, PV, YIELD, PRICE, etc. those for statistical analysis such as AVERAGE, CORREL, COUNT, RANK, SUMIF, and many others)
• Data Validation (Extended uses of Data Validation, Working with validation formulae, …)
• Preparing your data for analysis (Mastering lookup functions -INDEX, MATCH, applying NESTED-IF, AND, OR to organize data, etc.
• Methods of Summarizing Data (Use of PIVOT-TABLE features like Value Field Settings, Grouping Data and Ranking among others, introduction and calculations using Power Pivot)
• Report Visualization Techniques in Excel (Report interactivity -Using Pick-Lists, Form Controls like combo box, effectively using Conditional Formatting (formula-driven) for reporting, Calculations in PowerPivot)
• Decision Making with Excel (Apply advanced formulas to lay data in readiness for analysis, use advanced techniques for report visualizations, Leverage on various methodologies of summarizing data, Understand and apply basic principles of laying out Excel models for decision making, etc.)

b. Project Management for Donor Funded Projects
• Dates and time: 25-28/01/2022 (5h00pm-8h00pm)
• Venue: University of Rwanda, Gikondo Campus
• Course content:
• Programming, which is the first phase of the project/programme cycle will involve an analysis of the process of setting broad national/regional/ sector policy objectives at the global/overall level.
• Following on from programming, the various techniques used in the Identification of projects/programs from the prioritized list of overall objectives will be explored in the second phase of the project cycle i.e. Identification.
• The third phase of the project cycle, Formulation will focus on designing and developing the concept of the project/programme and testing its logic and feasibility i.e. technically, socially, and environmentally.
• In the fourth phase of Financing, the contractual obligations between the funding agency i.e. the Contracting Authority, and the Implementing Agency/party will be examined.
• The Implementation Phase will involve outlining the stages of implementation with emphasis on what needs to happen in the three important stages of (i) Inception (2) Operational and (3) Phaseout. The Principles of Monitoring will be discussed as well as how to design a monitoring system.
• The Evaluation Phase will analyze the 5 main Evaluation criteria used by the major Donor/Development Partners (Relevance, Effectiveness, Efficiency, Impact, and sustainability). The rationale as to why different Donors/Development partners use more or less than 6 phases in their project/programme cycle will be explained.

c. Applied Research Skills and Policy Analysis
• Dates and time: 11-14/02/2022 (9h00am-4h00pm)
• Venue: University of Rwanda, Gikondo Campus
• Course content:
• Methodologies for research, how to design a research project, criticality in research, ethics, and how to share research effectively
• Key research methods such as secondary and desk-based research, experimental approaches, questionnaires and surveys, content and discourse analysis, observations, interviews, and focus groups, as well as social media analytics and analysis
• How to use of quantitative and qualitative data analysis techniques, as well as other potential impact indicators
• How do we analyze policy development and change over time?
• What tools do we use to analyze policy options? – cost-benefit analysis (CBA) and multi-criteria decision analysis (MCDA) in policy analysis
• What tools do we use to analyze policy options? – assessing the (likely) effects of policies

d. Grant Proposal Writing Skills
• Dates and time: 22-25/02/2022 (5h00pm-8h00pm)
• Venue: University of Rwanda, Gikondo Campus
• Course content:
• An upgraded workable understanding of the key concepts in Planning, Monitoring, Evaluation, and Reporting
• An understanding of the importance of integrating Monitoring, Evaluation, and Reporting into project Planning, and an understanding of where they fit into the project cycle
• Knowledge of how to plan a project using the Logical Framework Approach
• Knowledge of how to develop a Result-based monitoring and evaluation framework
• A basic knowledge of data collection and analysis techniques, and their relationship to the different types of evaluation
• Identify and develop “SMART” objectives and indicators
• Identify and apply appropriate qualitative and quantitative data collection techniques
• Construct a terms of reference and an evaluation report
