1. Introduction

The Rwanda Society of Obstetrics and Gynecology (RSOG) invites sealed bids from qualified and reputable suppliers for the supply of various medical equipment and instruments required for enhancing gynecologic and obstetric healthcare services in Rwanda. The tender is open to both local and international suppliers who can demonstrate their capability to deliver the specified items as per the provided specifications.

2. Objective

In collaboration with Aide Internationale à l'Enfance (AMIE) and the Society of Obstetricians and Gynaecologists of Canada (SOGC), with funding from Global Affairs Canada (GAC), RSOG aims to equip healthcare facilities with high-quality medical equipment. This tender seeks bids for medical equipment and instruments that adhere to international standards, ensure patient safety, and be durable for extended usage.

3. Scope of Supply

The required medical equipment and instruments are listed below. Suppliers are required to submit quotations for all or part of the following items as per the technical specifications detailed below. All equipment should come with the minimum of at least one year of warranty and service support. Detailed specifications for each item are provided in the tender documents.

4. Eligibility Criteria

Potential suppliers must meet the following requirements:

• Must be a registered entity with proof of legal status and valid license from registrar.
• Proven track record of supplying medical equipment to hospitals or health institutions.
• Ability to provide warranties and after-sales services for the supplied equipment.
• Provide catalogues or brochures in English detailing the technical specifications of the quoted equipment.
• Evidence of financial capability to deliver the specified items by the required date.
• Provide at least three recommendations from previous clients for similar contracts.
• Must provide certification that the equipment meets international safety and quality standards.
• Have at least 5 years of experience in the supply of medical equipment.

5. Submission of Bids

Interested bidders are required to submit the following documents along with their bids:

• Company profile, including experience in supplying similar equipment.
• Technical proposal, including detailed specifications of the equipment being supplied.
• Financial proposal, with detailed cost breakdown for each item, including delivery charges and taxes.
• Valid registration certificates, tax clearance certificates, and any other relevant licenses.
• Warranty and after-sales service terms.
• Delivery timelines (expected delivery time after receiving the purchase order).
• Bank guarantee for bid security amounting to 2% of the total bid value.

Interested bidders are responsible for the following:

• Bidders are responsible for all costs related to bid preparation and submission, and RSOG will not cover these costs regardless of the tender outcome.
• Bids may be in Rwandan Francs or US Dollars, provided USD bids specify the Rwandan Franc exchange rate on the submission date (mixed currencies within a lot are not permitted).
• The bid price must include all expenses—equipment, taxes, transport, handling.

6. Evaluation Criteria

The evaluation will include the following criteria:

Technical Evaluation (60% weight):

• 100% Compliance with the technical specifications provided.
• Demonstrated experience and past performance.
• Warranty period and after-sales support.
• Delivery schedule and timelines.
• At least three (3) signed recommendations from previous clients.

Financial Evaluation (40% weight):

• Price competitiveness.
• Transparency in cost structure.
• Inclusion of all taxes, duties, and charges.

7. Submission Guidelines

• Bids must be submitted in English.
• For the financial offer, refer to the annex-1 attached to this Request for bids (RFB), fill and send it alongside other required files.

Late submissions will not be accepted.

8. Opening of Bids

Bids will be opened in the presence of bidders or their representatives at the RSOG offices on 28th day of February 2025, at 2:00 p.m. In case there is a change with regard to the date, time or venue, the bidders will be notified through the emails appearing in their proposal. Selected bidders will be notified by 14th day of March 2025. The bidders who won’t be selected will be informed through emails.

9. Terms and Conditions

• RSOG reserves the right to reject any or all bids without assigning reasons.
• The winning bidder will enter into a contract with RSOG for the supply of the listed equipment.
• Delivery of the equipment must be within the stipulated timelines agreed upon in the contract.
• All goods supplied must be new, original, and comply with the specifications provided.
