Background And Purpose Of The Assignment:
Rwanda hosts about 127,163 refugees and other persons of concern living in camps and urban areas. The vast majority of this population are refugees who originate from the Democratic Republic of Congo (77,522) and Burundi (48,430). The refugees are mostly based in 5 camps; Nyabiheke with 14,417, Kiziba with 16,705, Kigeme with 15,855, Mugombwa with 11,096, and Mahama with 49,464; and Gashora Emergency Transit Mechanism (ETM) with 281 people. These camps are, respectively located in, Gatsibo, Karongi, Nyamagabe, Gisagara, Kirehe, and Bugesera districts. In addition, 12,146 and 840 refugees are living in the urban cities of Kigali and Huye respectively.
In August 2020, UNHCR and the government of Rwanda started the voluntary repatriation of Burundian refugees living in the Mahama camp. As of September 2021, a total of 29,299 Burundian refugees from Mahama camps and urban settings have been repatriated.
In fast-changing emergency operations, bi-annual assessments are recommended by the WFP/UNHCR MOU, especially if circumstances have changed significantly since the last assessments. The Joint Assessment Mission (JAM) is jointly organized by UNHCR and WFP with the participation of other UN agencies, the Government of Rwanda, the donor community, and implementing and operational partners to assess the food security and livelihood situation of WFP and UNHCR beneficiaries.
The last JAM took place in 2019 and was preceded by four others in 2017, 2014, 2011, 2008, and 2006. Both WFP and UNHCR have suffered funding shortages at different stages of the programming cycles; as such refugees have not consistently received the full food ration as recommended by the previous JAMs which has corresponded to the engagement of the population in negative coping strategies to meet their basic needs to varying degrees. Since the previous JAM, both agencies have commenced with the distribution of cash assistance for food and other basic needs. Meanwhile, the Government of Rwanda has made significant strides in supporting refugee financial and economic inclusion. The objective of the JAM is to review the food security and nutrition situation and performance of the ongoing operation and determine current needs and how programming can be improved to support greater refugee food security, nutrition, and self-reliance. The JAM will also consider strategic directions on targeting/prioritization of assistance and opportunities for improved systems interoperability and data sharing.
UNHCR and WFP are seeking the services of an experienced consultant to conduct a review of existing documents and data on the food security, nutrition, livelihoods, self-reliance, and protection situation of the refugees in Rwanda and lead and document the joint assessment mission and following strategic discussions in a report and corresponding joint plan of action (JPA).

Overall Purpose And Scope Of Assignment
Specific objectives:
Identify, consolidate, and review secondary data on the following areas.
• Food security and socio-economic status of camp-based refugees (including an overview of food consumption, economic vulnerability, coping, livelihoods, and food sources).
• Access to basic services and other non-food needs such as health, WASH, energy/firewood, education.
• Nutrition status and underlying causes, including access to food, hygiene/care practices, and health.
• Functioning of the markets covering both food and other essential needs.
• Role of food, nutrition, and other basic needs assistance (including an overview of transfer modalities and supply chain management) in meeting overall household needs.
• The current state of social cohesion between refugee and host communities about food assistance and access to services.
• Key protection issues related to meeting food and other basic needs
• Any additional area that the finds of the review might require to include
• B. Review strategic and operational areas of joint interest:
• Current initiatives and opportunities for further livelihood strengthening and self-reliance.
• Use of cash assistance to meet basic needs and enhance financial inclusion.
• Needs-based targeting and recommendations on prioritization in line with Joint Principles on Targeting of Assistance to Meet Food and other Basic Needs.
• Accountability mechanisms to affected populations related to the provision of assistance and services.
• Data and system interoperability and areas for improvement.
• Existing coordination mechanisms and opportunities for enhanced partnerships and collaboration.

Qualifications & Experience:
Education: Master's degree in one of the following disciplines: economics, public health, health sciences, social sciences, development studies, statistics, international affairs, or a field relevant to international development assistance.
Languages :Excellent writing and communication skills in English, including high proficiency in writing in English.
Fluency in French or Kinyarwanda is an asset.

Experience:
At least five years post-graduate experience, experience working for UNHCR and/or WFP in food security and/or cash programming, experience in inter-agency coordination and operational collaboration between UNHCR and WFP, skills in food security/cash program data collection, analysis and reporting, previous experience in JAM coordination or inter-agency joint assessment.

Knowledge & Skills:
Skills in problem-solving; good written and oral communication skills; effective organizational and coordination skills; high drive for results; high commitment; teamwork and strong interpersonal and intercultural skills.

Accountabilities/Responsibilities:
The consultant is expected to take the lead of the JAM exercise and ensure that the JAM exercise meets the objectives listed in the ToR of the exercise. The consultant will be under the supervision of the WFP and UNHCR Team leaders, reporting to the Head of VAM/M&E in the WFP Rwanda country office. Technical support will be provided to the JAM Consultant by both field staff from relevant UNHCR and WFP sub-office units and Regional/HQ offices. Logistical and support will be provided by the agency focal points in Rwanda. The main tasks will include:
Preparatory work
• Conduct a secondary data review and analysis based on the existing reports summarizing the results from food security and nutrition assessments, protection assessments, existing qualitative assessments/reviews, etc.
• Evaluate the achievements toward recommendations of 2019 JAM, noting the differences between what was recommended and what was done.
• Identify gaps in data/information requirements, conduct a strategic discussion with technical leads of UNHCR and WFP, and design the methodology and tools for JAM data collection (information checklists, key informant interview questions, focus group discussion guidelines), debriefing format, and analysis plan.
• Outline method for JAM team and information/data to be collected.
• Finalize the content of field data collection, with planning and logistics arrangements by UNHCR and WFP focal points
• Debrief in a meeting on post-secondary data analysis with technical experts of both agencies (see c) above) in order to get their inputs on results from secondary data analysis.
• Brief Managers of WFP and UNHCR, donors, other stakeholders on secondary data review and gaps identified.
• Conduct interviews/meetings with key staff of both agencies in-country (public health/nutrition/food security, cash, logistics, shelter/energy/environment, education, registration/ODM, livelihoods, CRRF) as required.
• Train teams on data collection tools and methodology.
• Field phase
• Lead and conduct the primary data collection in the field.
• Lead and conduct cross-sectoral daily debriefings and support teams to develop appropriate analysis-based findings during daily debriefings and analysis sessions.
• Analysis of findings and Reporting
• Facilitate an analysis working session with the teams to review the compiled information by thematic teams after the field visit is completed.
• Draft the JAM report and submit to Managers of WFP and UNHCR in electronic version and collect their comments.
• Incorporate comments and finalize the report.
• Co-organise and facilitate a workshop with JAM focal points of WFP and UNHCR to define the key activity lines of the Joint Plan of Action (JPA) to address the gaps identified by the JAM.
• Develop the draft JPA
