Terms of Reference (ToR) for Consultancy firm to Train Staff on Anti-Money Laundering, Personal Financial Management, Stress Management, and organize Team-Building Activities.

Organization background 

CORDAID is a global, non-governmental development organization, whose mission is to end poverty and injustice. Cordaid works in the fields of climate resilience, food and income, private sector development. Our projects aim to strengthen households to generate more income from farming and improve their livelihoods.

Background and Context of the assessment

The organization seeks to engage a consultancy firm to provide training and facilitation services to a group of 30 staff members during the staff retreat scheduled from 17th to 21st Feb 2025. The training will focus on the following areas:

  • Anti-Money Laundering
  • Personal Financial Management
  • Stress Management
  • Team-building Activities

The consultancy firm will be responsible for delivering engaging, informative, and impactful sessions that enhance the participants' knowledge and skills in these areas.

Objectives

The primary objective of this engagement is to equip the 30 staff members with essential knowledge and practical skills to:

  • Recognize and prevent money laundering activities.
  • Manage personal finances effectively to reduce financial stress.
  • Develop coping mechanisms for stress management and promote wellness.
  • Foster team cohesion through team-building exercises.

Scope of Work

The consultancy firm will:

  • Provide training in Anti-Money Laundering, Personal Financial Management, and Stress Management.
  • Organize and facilitate Team-building activities over the course of 3 days.
  • Deliver all sessions in a structured manner, adhering to the time limits specified.

Training and Team-building Details

Anti-Money Laundering Training

  • Duration: 2 hours
  • Content: The content should include but not limited to Introduction to anti-money laundering, key concepts, identifying suspicious activities, legal frameworks, internal controls, and reporting obligations.

Personal Financial Management Training

  • Duration: 2 hours
  • Content: The content should include but not limited to Budgeting, saving, investing, debt management, financial planning, and long-term financial goal setting.

Stress Management Training

  • Duration: 2 hours
  • Content: The content should include but not limited to understanding stress, recognizing stress signs, stress management techniques and coping mechanism, mindfulness, work-life balance, resilience building, re of recognition of occupational stress with examples of day-to-day stress, cumulative stress, critical incidence/secondary trauma, compassion fatigue and advice on best care / wellness.

Team-building Activities (A minimum of 3 activities per day over 3 days)

  • Duration: 2 hours per activity (Total 6 hours per day for 3 days)
  • Content: A mix of collaborative exercises, problem-solving challenges, communication-building tasks, and trust-building activities designed to strengthen teamwork and interpersonal relationships.

Deliverables

The consultancy firm will be expected to deliver the following:

  • Detailed Training Plan– A comprehensive outline of each session, including topics to be covered, learning objectives, materials needed, and the training methodology.
  • Session Delivery– Conduct the training and team-building activities according to the agreed schedule, ensuring engagement and interaction from all participants.
  • Training Materials– Provide all relevant training materials (e.g., presentations, handouts, resources) to the participants.
  • Assessment Report– A brief report after the training to evaluate the effectiveness of the sessions, including feedback from the participants, and recommendations for any further learning or development.
  • Team-building Outcome Report– A summary of the outcomes of the team-building activities, focusing on improvements in teamwork, communication, and trust among participants.

Consultant Requirements

The consultancy firm must have:

  • Proven experience in delivering training in the areas of Anti-Money Laundering, Personal Financial Management, Stress Management, and Team building.
  • Strong facilitation skills, with the ability to engage and interact with diverse groups.
  • Demonstrable ability to create an engaging learning environment.
  • Relevant certifications, qualifications, and experience in the subject areas.
  • Ability to deliver the training in a professional and culturally sensitive manner.

Duration

The training sessions should spread across a period of 3 days and timeline is planned as the following:  

  • 2 hours for Anti-Money Laundering Training
  • 2 hours for Personal Financial Management Training
  • 2 hours for Stress Management Training
  • At least 3 Team-building activities will take place over 3 consecutive days each activity lasting for 2 hours.

The training schedule must allow for breaks between sessions.

Location

The training and team-building activities will be conducted at the venue as agreed upon. The consultancy firm will be response for their own transportation and accommodation. The consultancy firm will also be responsible for providing any materials or equipment needed for the sessions.

Evaluation and Reporting

The consultancy firm will conduct an evaluation of the training and activities at the end of each day and provide a final assessment report at the end of the training period. The report should include:

  • Participant feedback on the sessions.
  • Assessment of the learning outcomes for each of the training areas.
  • Recommendations for further development.

Payment Terms

The consultancy firm will be paid upon completion of the entire training engagement, following submission and acceptance of the final reports and feedback from participants. Payment will be processed in accordance with the agreed contract terms.

  • A detailed proposal outlining their approach, methodology, and timeline.
  • An outline of the proposed content for each session.
  • Evidence of relevant experience in delivering similar training.
  • A financial proposal (including a breakdown of costs).
  • References from previous clients.
  • Registration certificate provided by RDB
