I. Activity Information

II. Context

The International Organization for Migration (IOM), in coordination with the Ministry of Justice, UN Women and UNHCR, is implementing a project entitled “PREVENTING AND ADDRESSING TRAFFICKING IN PERSONS IN RWANDA THROUGH AWARENESS-RAISING AND CAPACITY-BUILDING PROGRAMMES”. The project seeks to contribute to the prevention of Trafficking in person (TIP) by raising awareness in targeted communities on the issue of TIP as well as by providing capacity-building to protection actors working in refugee camps on TIP identification and referral. In particular, the project wishes to provide potential victims and witnesses with the knowledge and skills to access protection and assistance including specialized services (medical, legal, psychosocial, safe shelter, family tracing and reunification etc.) , thus contributing to successful prosecution and protection but also to the spreading of awareness messages at community level.

To achieve this, one of the project activities is to organize awareness raising sessions for border communities’ leaders and members, distributing information material in local schools, markets and main areas in the districts to raise awareness on TIP. The activities aim to reach up to 300,000 border community members in the districts of Huye, Rusizi and Rubavu.

It is against this background that IOM seeks a service provider to disseminate messages on TIP. This activity should be conducted in line with the Government of Rwanda’s measures to combat the spread of COVID-19. Implementation modalities shall include community sensitization using radios in congregation points (markets, bus stations etc) and mobile vans to reach large audience of people in border communities.

The aim of the activity is for border community members, including women and children, to be reached with TIP prevention key messages and acquire knowledge to recognize and refer trafficking cases.

 

III. Responsibilities and Accountabilities

1. Produce 2 short radio programs.

2. Produce 2 short jingles.

3. Air radio programs and jingles in congregation points (markets, bus stations etc.)

4. Disseminate messages to urban population in border areas through cars with mobile sound systems for 5 days.

5. Ensure that all activities are in line with the Government of Rwanda’s COVID-19 measures, and any other regulation.

6. Distribute posters and brochures

7. Ensure that activities contain a gender lens in order to reach men, women, boys, and girls and observe gender sensitivity.

8. Ensure that adequate visibility is given to IOM and its donor.

9. Submit an activity report.

DETAILED PAYMENT SCHEDULE

Payment will be rendered in three installments. The first installment will be transferred upon the selection and contact with selected local NGOs Only after the completion and submission of deliverables, which meet a satisfactory level determined by IOM, will payment be transferred.

Requirements for the Organizations submitting proposals are the following:

Registered and free of any limitations to organize in Rwanda the activities pertinent to this Call;
At least 4 years of experience (either as organization or as individuals who will make up the implementation team) in developing awareness raising campaign sessions as well as cooperating with local and national authorities;
Strong track record of previous work with vulnerable communities and, preferably, counter-trafficking issues; experience in working with human trafficking victims will be considered a strong asset;
Established relationship with the relevant authorities in the districts at all administrative levels as well as in multiple sector administrations on issues that are relevant to the deliverables in the present call.

IOM will provide:

Assessment of proposals
The proposals will be assessed by IOM based on their relevance, effectiveness, efficiency and potential impact. IOM might organize consultations and negotiations with applicant organizations after receiving the proposals. Selected Organization will be invited to submit a finalised revised full project proposal, following guidance from IOM.
