Terms of Reference To produce documents for 3 advocacy campaigns for living wages in the Tea, Mining, and Education sectors & implementation/ratification of ILO Conventions.

Background

The Friedrich-Ebert-Stiftung (FES) in partnership with the Congrès du Travail et de la Fraternité (COTRAF) is implementing EU-funded 3 years project to foster social protection, social dialogue, minimum wages, and the respect of national and international labor norms in Rwanda. The project targets three sectors: Mining, tea, and education. These sectors are simultaneously facing enormous challenges in terms of gender imbalance, occupational safety, and low income. All three sectors are important for the Rwandan economy and reflecting the needs of local and national solutions because the social dialogue on enterprise level is often not well developed neither in the tea nor mining industry. The working conditions are often poor and minimum standards of occupational safety are lacking. Those negative factors affect in general all workers but women (especially in the areas of tea and education) and children (mining) in particular.

For many years, the Rwandan trade union (TU) movement has been campaigning for better living conditions. However, Rwandan employers are often not aware about the constructive role independent unions can play. Moreover, the current Rwandan Labour Code has no special provisions for the effective protection of TU representatives in companies. While the government has displayed a general commitment to the principles ensuring decent work (e.g. by recognizing the eight ILO core labour standards etc.), their implementation is still hampered by many factors Additionally, since the two Labor code revisions that occurred in early 2000s, there have been ministerial decrees setting minimum wage, however no ministerial decree has been published till now. The aim is therefore to enforce the fair living wage, and to raise public awareness through coordinated campaigns operating at the local level.

It is against this background, FES and COTRAF Rwanda is seeking the service of an expert in political advocacy to produce advocacy materials and facilitate 3 conferences that will be organized in Kigali, North, and Western Province. The advocacy materials will focus on the fair living wages in the Tea, Mining, Education sector & implementation of ILO Conventions 099-Minimum wage for social justice and a fair globalization in Rwandan Context

The main objective of this advocacy campaign is to develop advocacy material and employ mechanisms that will raise knowledge and appreciation of setting a fair living wage in Tea, Mining and Education sector and provide evidence on how it is paramount for decent work and sustainable development.

Scope of the work

• Develop advocacy document targeting key stakeholders like policy makers, employees and employers in mining, tea and education Sector
• Develop key advocacy messages for media platforms that will help raise knowledge and appreciation of setting a fair living wage in the Tea, Mining, and Education sectors.
• Engage key stakeholders through facilitating 3 workshops
• Report on the 3 workshops to be conducted in November and December 2024

 Reporting arrangements (Supervision and Collaboration)

The consultant will report to FES Rwanda and COTRAF-Rwanda and work closely with the project team in the validation process of the advocacy documents

Time Schedule

The assignment is expected to be completed within a maximum of 20 working days from date of commencement. The consultant will provide a detailed schedule for the task and delivery of the outputs. The schedule will be agreed upon by the two parties (Consultant and FES Rwanda)

Qualifications of the Consultant

• Demonstrated competency in developing the advocacy document
• Expert’s knowledge of social protection and social dialogue, trade union movement in Rwanda, labor rights, and the legal framework on labor matters.
• Knowledge of the national and international labor standards
• Knowledge and exposure to ILO core labor standards and sustainable development goal (SDG8)
• Ability to research and conduct interviews with key informants
• Two examples of past advocacy documents they have directly developed and produced.
• Examples of advocacy messages produced for social media.

Required Skills and Experience Education

• Advanced University degree in bachelor’s degree in Social Sciences or any related degree.
• Minimum of 3 years of relevant experience is required.
• Excellent written and spoken English.
