JOB DETAILS:
The goal of the Hanga Akazi (HA) Activity is to foster transformative partnerships in Rwanda’s agriculture sector and complementary market segments, leading to a resilient and catalytic agrifood ecosystem that drives inclusive job creation, increased entrepreneurship opportunities, and the entry and growth of new and existing enterprises to contribute to inclusive and sustainable private sector growth. The Activity will lead to 19,000 full-time equivalent (FTE) jobs and 23,000 new and improved jobs within Rwanda’s food system over the life of the project.
For HA to be able achieve that, the project is providing in-kind grants to different entrepreneurs in terms of Agri- Food equipment, machinery and others which will be used as an expansion option of the existing business and thus be able to generate employment.
Hanga Akazi seeks to hire a consultant to provide in-person consultative sessions with the Hanga Akazi team to make decisions on Agri- Food equipment to be purchased for our grantees. Hanga Akazi recently released an RFQ seeking offerors to provide agricultural equipment suitable for use by partners (grantees) which will be used for harvest, drying, processing, etc.
It is in line with this background that Hanga Akazi wishes to recruit a qualified consultant (independent consultant) to provide the following:
• Analyse and assess reliability of equipment specifications.
• Assess quality and durability of Agri Equipment
• Identify reliable source of supply of Agri-Equipment.
• Advise Hanga Akazi on the right supplier and prices of equipment.
• Support for any other tasks related to the above
2. Purpose/Objective (s)
• Review equipment offerors, analyze specifications of Agri-equipment, inform / advise Hanga Akazi on the reliability, durability, and source of supply of the Agri-Food equipments to be purchased to its grantees.
• Advise and make written recommendations, participate (if need be) for in person and/or in teleconference committee calls for bids evaluation.
3. Scope of Work
• Analyze and assess reliability of equipment specifications.
• Assess quality and durability of Agri Equipment
• Identify reliable source of supply of Agri-Equipment.
• Advise Hanga Akazi on the right supplier
• Check the supplied equipment if it matches with the specifications provided.
• The consultant will also be responsible for conducting in-person trainings with equipment operators and mechanics, ensuring that they are knowledgeable and can demonstrate safe operating procedures, regular maintenance schedules, and how to make common repairs. The consultant will work closely with the HA team to schedule and plan all training sessions.
4. Deliverables and Schedule
The consultant will execute the tasks as defined in the scope of work. The expected timeframe for this consultancy is April to May, with up to 10 days of level of effort (LOE). Hanga Akazi will issue to the consultant a task order upon availability of task to be performed. In providing the services, the consultant shall provide a task performance report which captures the scope of work.
5. Renumeration
In consideration for the services provided by the consultant, Hanga Akazi will pay a daily rate as agreed in the contract. In case of travel out of Kigali, the cost for accommodation and transport to the field will be covered by Hanga Akazi.
6. SELECTION CRITERIA:
• Technical Approach (70%): Clear and detailed CV showering your experience and three referees.
• Cost (30%): Reasonableness of the proposed cost of consultancy. The quoted daily rate should be in Rwandan francs with all taxes inclusive.
